The Council of State has overturned a decision made in May 2013 canceling a controversial Beyoğlu construction project that would allow a mosque and a multilevel parking garage to be built in Taksim Square. The Council of State has overturned a decision made in May 2013 canceling a controversial Beyoğlu construction project that would allow a mosque and a multilevel parking garage to be built in Taksim Square.

The Doğan news agency reported that the 6th Chamber of the Council of State ruled that there was no reason for cancelation of the construction project and that the expert report in the case did not include any technical and/or scientific information which could be taken as a basis for the decision, which the court said lacks scientific evaluation.

The decision for cancelation of the construction project for the district of Beyoğlu was given by the İstanbul 10th Administrative Court on Sept. 23, 2013.

Recently, the same chamber of the Council of State annulled another decision on a project that would turn Taksim into a pedestrian zone, which also involves the construction of replicas of buildings that once stood in the square but have been demolished, such as the historic Topçu Barracks, a 35,000-square-meter building that was torn down by İstanbul authorities in 1940.

The pedestrian zone project was initially approved by the government in February 2012. However, the government was forced to distance itself from the project after it sparked nationwide protests in the summer of 2013.
