In the ministry's statement, it was mentioned that instead of a proportional percentage increase in speed fines, a gradual numerical increase and differentiation between inside/outside urban areas are specified in the draft law. In this context, it was stated: "In urban areas, a 10% tolerance is applied to the speed limit of 50 km/h, and the first tier fine is imposed at 56 km/h. In the new regulation, the first tier fine in urban areas also starts at 56 km/h."



Currently, a 10% tolerance is applied to the speed limit of 90 km/h on two-way highways outside urban areas in the existing legislation. In the new regulation, a 10 km/h tolerance is foreseen for the first tier speed fine on two-way highways outside urban areas.
