"TODAY WE ARE DISCUSSING THE NEED FOR A NEW CONSTITUTION"

Starting his speech by greeting the participants, Sağlam stated that constitutions are the most fundamental legal texts of states. He expressed that constitutions are documents where the will of the nation is written down and that define the framework of the state order, adding that the source of many encountered problems is often sought in the constitution; and that solutions are also shaped by constitutional regulations.

Sağlam said, "The 1982 Constitution that we will address today has been the focus of discussions almost since the day it came into force. Changes that began while the leader of the junta that prepared the constitution was in the Presidential office have been made 21 times to date. However, these changes have not been able to meet the expectations of our nation and have not provided a permanent solution to the problems. For this reason, today we are discussing the need for a new constitution."

"THE CONSTITUTIONS MADE SO FAR HAVE BEEN PREPARED WITHOUT TAKING INTO ACCOUNT THE EXPERIENCE AND ACCUMULATION OF THIS NATION"

Stating that Turkey was not established with a revolution made in a day or a night, Sağlam said, "This state is built on the foundation of a civilization that spans fifteen centuries, a thousand years of state experience, and an accumulation that has lasted for centuries. However, the constitutions made so far have been prepared without taking into account the values of this civilization and the experience and accumulation that this nation has gathered over centuries. For this reason, the patches made have not held, and the corrections made have not been able to address the needs of our nation."

"OUR AIM IS TO SEEK SOLUTIONS TO PROBLEMS ARISING FROM CONSTITUTIONS"

Pointing out the purpose of the workshop, Sağlam said, "Our aim in this workshop is not to present a draft of a new constitution. Our aim is to express the expectations of our nation, to seek solutions to problems arising from constitutions, and to develop proposals that will illuminate the future."

Sağlam stated, "A constitution where rights and justice prevail, where the state is seen as a tool for serving the nation, and which is in harmony with the beliefs and values of our nation is the common desire of all of us. It is possible to reach such a constitution. And this goal is not as difficult as it is thought. On the contrary, a constitution that is nourished by the will of the nation is the most natural and easiest one."

İshak Sağlam, the Deputy Chairman of HÜDA PAR and the President of Human Rights and Legal Affairs, stated that the presentations to be made at the workshop will be compiled into a book and presented to the benefit of the nation as soon as possible.

At the end of his speech, Sağlam wished that the workshop would be a means of good.
