Speaking at a General Assembly debate on Sport for Development and Peace, the Israeli representative recalled the attack that killed 11 Israelis during the 1972 Olympic Games in Munich and said that today "Israeli athletes still have to contend with discrimination."

David Roet, who is the Deputy Permanent Representative of Israel to the United Nations, said that "after the Munich massacre sports and Olympics were never the same" and pointed out that "this year our tennis players were excluded from a tournament in Dubai. Athletes from Tunisia, Kuwait and Iran refused to participate in fencing and judo tournaments with Israelis, and one of our soccer teams was attacked by a mob that stormed the field in a friendly match in Austria."

The Munich massacre was perpetrated by the Palestinian group Black September and claimed the lives of 11 Israeli Olympic team members and a German police officer.

Exercising the right of reply, the Palestinian representative, Rabii Alhandouli, told the General Assembly that "Munich was an accident which took place a single time. It is something that won't repeat itself."

Instead, he said, "the practices and Israeli massacres against the Palestinian people, including athletes is something which has gone on now for sixty-six years."

In the meantime, he added, "Israel has broken all records when it comes to human rights violations. They have won every gold medal."

In 2003, the UN Inter-Agency Task Force on Sport for Development and Peace defined sport, for the purposes of development, as "all forms of physical activity that contribute to physical fitness, mental well-being and social interaction, such as play, recreation, organized or competitive sport, and indigenous sports and games." This definition has since then been accepted by many proponents of Sport for Development and Peace.

"During the 1972 Olympic Games in Munich, which featured the slogan the Happy Games, Palestinian terrorists killed 11 Israeli athletes, coaches and referees. Under the interlocking rings of the Olympic banner, hostility took the place of international harmony. The memory of this dreadful day is still fresh in my mind. As a young boy sports were to my mind magical and the Happy Games were the high point that I had anticipated for weeks. After the Munich massacre sports and Olympics were never the same in my mind. I am sad to say that not enough has changed since then. Israeli athletes still have to contend with discrimination. This year our tennis players were excluded from a tournament in Dubai. Athletes from Tunisia, Kuwait and Iran refused to participate in fencing and judo tournaments with Israelis, and one of our soccer teams was attacked by a mob that stormed the field in a friendly match in Austria."
