MHP Deputy Chairman Feti Yıldız provided details regarding the party's preparation of a new constitution consisting of 100 articles. Yıldız stated, "The presidential system will be institutionalized. It is anticipated that the president and two of his assistants will be elected. The Presidential Cabinet will be granted constitutional status, and a method for presenting the government program to the Parliament will be introduced."
Feti Yıldız, who made the most critical statements regarding the process of a Terror-Free Turkey in the MHP and is also a member of the 'Constitutional Commission' of his party, shared details about their proposed 100-article constitution.
In Feti Yıldız's constitutional proposals, it was stated that "The approach of 'Integrity of Rights' has been adopted in the general regime regarding fundamental rights, and the reasons for restrictions in all articles regulating rights have been removed. The principle of a unitary state has been explicitly included in the constitution."
"A TERROR-FREE TURKEY IS AN IRREVERSIBLE STATE ISSUE"
In Yıldız's statement, he said, "The state has a special structure that changes according to time and conditions, as well as a general and unchanging spirit. This unchanging spirit is the state mind. The state mind seeks a high rationality and appropriateness in political behavior above all else. It is dynamic and always transfers experience. The phenomenon of terrorism is a multidimensional threat that deeply shakes the concepts of sovereignty, security, and social stability of modern states. The goal of a 'Terror-Free Turkey' is, for us, a state issue that is closed to discussion, cannot be postponed, and is irreversible. Our line, our stance, our path is clear. The wise Khan who speaks from Orhun, Ertuğrul Ghazi who says Bismillah in Söğüt, Fatih who overthrew Byzantium, and Mustafa Kemal who drove the enemy into the sea in Izmir. Our constitutional order, our national state structure, and our unitary governance model, especially our founding values, cannot be a subject of discussion. This should be regarded as a necessity of history, a requirement of geography, and an indispensable element of law and democracy."
MHP'S 100-ARTICLE CONSTITUTION PROPOSAL
Yıldız listed the prominent headings of the 100-article constitution proposal prepared by the MHP, which is "new, qualified, civil, and has grasped the essentials of national and spiritual life," as follows:
Beginning Text: The introduction of the constitution will start with the motto, "We, the Turkish Nation, have come into existence with the grace of Allah, the spirit of brotherhood, and love for our homeland."
Unamendable Article: The "form and characteristics of the state" will be preserved exactly in the first article, and the last clause of the article will include the provision "This article cannot be amended and cannot be proposed for amendment."
Rights and Freedoms: The principle of "integrity of rights" will be adopted in fundamental rights, freedom will be the principle, and restriction will be the exception.
Role of the Grand National Assembly of Turkey: The Assembly's mission to "ensure national unity" will be strengthened. The President of the Grand National Assembly will be assigned a "neutral mediation" function in resolving political crises.
Parliamentary Immunity: Uncertainties regarding the reasons for immunity and the loss of parliamentary status will be eliminated.
Presidential System: The system will be institutionalized. The election of the President and two assistants will be foreseen. The Presidential Cabinet will be given constitutional status, and a method for presenting the government program to the Assembly will be introduced.
Unitary State: The principle of a unitary state will be explicitly included in the constitution.
