Kazım İpek was detained in his home in the Karaçoban district of Erzurum province before being arrested on charges stemming from remarks he made during a funeral held for his slain relative in August. The slain soldier, Recep Beycur, was killed in an attack by the terrorist Kurdistan Workers' Party (PKK) in the province of Siirt on Aug. 19.

Another of Beycur's relatives, Ömer Bulur, has faced legal proceedings on the same charge. The Erzurum Chief Public Prosecutor's Office launched an investigation into Bulur on the charge of “insulting Turkey's head of state,” based on remarks he made at his cousin's funeral. Bulur has also been charged with membership in a terrorist organization. Several pro-government media outlets have targeted Bulur with a smear campaign, accusing him of being a member of the PKK or the Islamic State in Iraq and the Levant (ISIL).

Beycur was killed along with four other privates and three special sergeants when a homemade bomb was detonated on a highway between Siirt's Şirvan and Pervari districts while the soldiers rode by in a military vehicle.

Beycur was buried in the village of Kırımkaya in Erzurum on the afternoon of Aug. 20, after a funeral that followed an earlier ceremony in Siirt. According to media reports, Beycur's father suffered a heart attack when he was informed of his son's death and was unable to attend the funeral.

While a eulogy to Beycur was being read during the ceremony, Bulur, who is 38, reacted to the death of the 22-year-old by announcing: “He [Erdoğan] makes brothers fight. I sent my younger [cousin who is like my brother] to the military, and I have received his body back. The president should know this. Does he know what I've been through to raise him to this age? Doesn't he possess the fear of God? He made this young man lie here.”
