Sudan's Bashir To Woo Rebels To Join National Dialogue

"Mbeki received assurances from President al-Bashir that he would provide the needed guarantees in order for the militants to participate in the dialogue," State Minister for the Presidency Al-Rashid Haroun told reporters after a meeting between the two men.



Recent mediation efforts have led to recommendations that the government intends to study, Haroun said without elaborating.



Mbeki, for his part, said he had "discussed the progress of the national dialogue with al-Bashir in order to prepare the mediation report and submit it to the [upcoming] African summit."



They also discussed "major issues related to mediation efforts between the government and the Sudan People's Liberation Movement-North (SPLM-N)," Mbeki said.



Mbeki arrived in Khartoum on Saturday to discuss recent developments in negotiations between Khartoum and the SPLM-N and al-Bashir's dialogue initiative, which most of the country's opposition parties have continued to boycott.



Since 2011, the SPLM-N has waged an active insurgency against the Sudanese government in the southern Blue Nile and South Kordofan states.



Outlawed by Khartoum, the movement consists mainly of fighters who sided with the south during Sudan's decades-long civil war. That conflict ended with a 2005 peace treaty that paved the way for South Sudan's secession from Sudan six years later.



The SPLM-N has taken part in Ethiopia-hosted peace talks with the Sudanese government, although these have yet to produce any breakthroughs.
