The European Union is entering a new era in the defense industry with the SAFE regulation worth 150 billion euros. This step aims to enhance both the EU's strategic autonomy and its security capacity. NEW PILLAR OF JOINT DEFENSE STRATEGY
SAFE is one of the cornerstones of the long-term security strategy presented by the EU Commission on March 19, referred to as the "White Paper." Under this strategy, it is planned to increase the production capacity of the EU defense industry, strengthen supply chains, and provide funding for joint defense projects.
CONDITION FOR RECEIVING EU FUNDING: DOMESTICITY AND SECURITY PARTNERSHIP
The new regulation requires those wishing to benefit from EU funds to meet certain criteria. At least 65% of the purchased weapon system must be sourced from EU countries or Norway, Liechtenstein, Iceland, and Ukraine, which are part of the European Economic Area. To meet this requirement, special security and defense agreements will need to be made with the relevant countries.
AGREEMENT AFFECTS MANY COUNTRIES INCLUDING TURKEY
According to the statement by Thomas Regnier, the Defense Spokesperson of the EU Commission, non-EU countries – for example, Turkey – will be able to contribute directly up to 35% to the projects. However, to exceed this rate, a mutual Security and Defense Partnership must be established, and a special agreement must be made.

The consensus reached at the ambassadorial level on the SAFE regulation will be officially approved at the meeting of EU countries' ministers responsible for European affairs on May 27. With this approval, a new era in European defense policies is expected to begin.
