The Ministry of Treasury and Finance scanned more than 16,000 properties this year with the Spatial Data Analysis (MEVA) System and requested explanations from 9,150 individuals regarding the discrepancies between title deed declarations and actual values. The application aims to conduct real estate transactions based on actual values and to reduce the informal economy.

As part of the fight against the informal economy, the Ministry has implemented the MEVA System to monitor obligations such as taxes and fees that need to be paid from the income generated by the buying, selling, or renting of real estate.

THERE ARE A LOT OF DOCUMENTS IN MEVA

The MEVA application, brought to life by GİB Technology teams developing the digital applications of the Revenue Administration, uses information such as declarations, notifications, and inspections within the Presidency, as well as data from title deeds and cadastre, residence and building documents, bank loan and real estate advertisement information, and reports prepared by valuation experts. This information can be queried and analyzed visually on a map, and the actual buying, selling, and rental prices of a property are determined using various algorithms based on this data.

MEVA FOCUSES ON ACTUAL VALUES

MEVA, which allows for the analysis of many pieces of information, significantly contributes to the audit processes by determining the actual market values of real estate. MEVA was recently started to be used in the tax offices located in 81 provincial centers. Through special teams established in tax offices, data-driven analysis and audit processes are conducted via MEVA. The transactions that occurred in the last 2-3 months are analyzed through MEVA to determine the actual and current sales values, comparing the amounts shown in the title deed with the actual buying and selling amounts. As a result of these analyses, properties that were transacted at amounts lower than the actual sales value in the title deed are identified, and explanations are requested from buyers and sellers. Those who are asked for explanations can pay the amount of fees they underpaid by benefiting from the remorse provisions without any penalties. Individuals whose explanations are insufficient and who do not voluntarily increase the fee amount are referred for a tax audit.

IN THE FIRST STAGE, 5.9 BILLION LIRA OF FEE BASE WAS VOLUNTARILY INCREASED

As a result of the studies conducted on the buying and selling transactions carried out by tax offices this year, more than 16,000 properties were analyzed. Explanations were requested from 9,150 individuals for properties where a difference was determined between the value shown in the title deed and the actual buying and selling price. So far, 2,475 individuals have voluntarily complied, paying a total of 113.9 million lira in title deed fees without penalties on an increase of 5.9 billion lira in the buying and selling price. Tax audits have also begun for non-compliant taxpayers. If the underpaid fees are not voluntarily paid, they must be collected with a 25% tax loss penalty.

Minister of Treasury and Finance Mehmet Şimşek stated that MEVA will soon be used in all tax offices across the country, noting that this will enable each tax office to track all real estate in its area by instantly accessing various information on the map. Thus, in addition to conducting buying and selling transactions based on actual values, properties that are rented out to generate income and require declarations can also be easily identified, allowing necessary actions to be taken quickly. Those who conduct transactions at amounts lower than the actual sales price in the title deed can pay their fees without waiting for an explanation request by benefiting from the remorse provisions without penalties. With the MEVA application, it is aimed to ensure that transactions are conducted based on accurate and real values, thereby reducing informality and increasing voluntary compliance.
