The AK Party has submitted a new bill regarding the penal execution system to the Parliament. The proposal includes special provisions for juvenile offenders. The execution of sentences for juvenile offenders will begin, and based on good behavior assessments, they will continue in educational institutions.

The AK Party submitted the "Draft Law on the Execution of Sentences and Security Measures and Amendments to Some Laws" to the Parliament. The discussion on "juvenile offenders" had started after Mattia Ahmet Minguzzi (15) was stabbed to death by 2 children at a flea market in Kadıköy. The draft law, detailed by AK Party Group Chairman Abdullah Güler, drew attention to several articles concerning multiple offenders.

EXECUTION WILL START IN PRISON AND CONTINUE IN EDUCATION HOUSES

Abdullah Güler stated regarding juvenile offenders, "We aim to start the execution of juvenile offenders in closed juvenile detention institutions, and to send well-behaved children to education houses with positive reports. In metropolitan areas, we are expanding this issue with different educational models in education houses for children involved in different murder incidents, ensuring they are more protected and less likely to re-offend," he said.

ARTICLE 16:

With the amendment made to Article 11 of the Law No. 5275 on the Execution of Sentences, it is foreseen that the sentences of juvenile offenders will first be executed in closed juvenile detention institutions, and then they will be sent to juvenile education houses, providing an appropriate transition process for children during the execution process.

ARTICLE 17:

With the regulation made in Article 15 of Law No. 5275, it is ensured that the sentences of juvenile offenders will start in closed juvenile detention institutions, and their transition to juvenile education houses will be based on the assessment of good behavior.

Children who receive a sentence of 3 years for intentional crimes or 5 years or less for negligent crimes will be able to stay directly in education houses. Some juvenile detainees who meet the appropriate conditions may also be accommodated in education houses, but those posing a security risk will be excluded.
