SECRETARY RUBIO ANNOUNCED THE THREE-PHASE PLAN

U.S. Secretary of State Marco Rubio explained the stages of the process that will be managed together with the "transitional government" that came to power after the abduction of Venezuelan President Nicolas Maduro. Rubio told reporters in the U.S. Congress that the government has announced a three-phase plan for Venezuela. He stated that in the first phase, 30 to 50 million barrels of Venezuelan oil would be purchased by the U.S. and sold at "market prices," adding, "This money will be managed for the benefit of the Venezuelan people, not for corruption."

In the second phase, Rubio indicated that the Venezuelan economy would be opened to Western companies, stating that they would ensure fair access for U.S., Western, and other companies to the Venezuelan market. Rubio also announced that a national reconciliation process would be initiated in the second phase, allowing the opposition to be pardoned and return to the country freely.

Rubio stated that Venezuelans "understand that the only way to transport oil and generate income while preventing economic collapse is to cooperate with the U.S." Responding to criticisms from U.S. senators that the U.S. is "improvising" regarding Venezuela, Rubio said that Venezuela would no longer be able to transport oil and generate income unless the U.S. allows it, providing the U.S. with "immense leverage" and "control" over Venezuela.

Rubio expressed that the U.S. has made numerous attempts to reach a conclusion without intervening in Venezuela to capture Maduro, stating, "Unfortunately, these have failed." He also emphasized that the President has the right to take action in the event of a threat to the U.S.
