Over the past few years, thousands of lawsuits have been filed against TOKİ by homeowners whose houses were delivered late and by those whose land was expropriated to pave the way for TOKİ projects. In 2010, over 5,000 lawsuits were filed, while more than 18,000 were filed in 2011 and a whopping 30,000 in 2012, according to Court of Accounts reports referenced by the Taraf story.

As the number of lawsuits has soared, the amount of settlements paid out by the state housing agency has also skyrocketed. In 2009, TOKİ paid out TL 302,000 in settlements, while it paid TL 20.7 million in 2010, TL 54.4 million in 2011 and TL 35.4 million in 2012. During the first seven months of last year, TOKİ paid out TL 117.8 million, an amount that exceeded the total of the previous four years.

Meanwhile, surveys conducted by TOKİ itself earlier this year with 5,000 TOKİ homeowners indicated that the majority are dissatisfied with their homes. TOKİ asked residents if they were satisfied with the quality of houses, and 72 percent responded by complaining about the defective end product, saying they are not happy with the quality of construction materials used.

Sixty-three percent of the customers surveyed said some rooms, especially bathrooms and kitchens, were not sufficiently functional, while 67 percent said the administration failed to solve problems in houses by the time of delivery. The poll also reveals an increase in the rate of dissatisfaction among TOKİ residents when compared to recent years.

TOKİ has built hundreds of thousands of homes across Turkey since 2002. The administration, working under the Office of the Prime Ministry, says it focuses on providing inexpensive but high-quality housing on payment plans stretching over 15-20 years. The feedback from its customers, however, raises questions about the quality of TOKİ housing. In 2011, then-Prime Minister Recep Tayyip Erdoğan said the agency had reached its goal of building half a million homes and that it was aiming to build another half million. However, this goal is unlikely to be reached with TOKİ continuously embroiled in lawsuits and beset by aggravated homeowners.
