Un Head Urges Solution For Iraqi Security Problems

Inclusive government should be formed in Iraq, United Nations Secretary General says.

All political parties in Iraq need to form a government within the constitution and solve the current security problems, the United Nations secretary-general said during a visit to the country.



UN Secretary-General Ban Ki-moon and Kurdish Regional Government President Massoud Barzani met Thursday to discuss the situation in Iraq and conditions for refugees in the region.



"Kurdish people have the right of self-determination," Barzani said at a joint press conference. "We cannot wait for an uncertain future. The political parties in Iraq should immediately find a roadmap to solve the problems."



The collapse of the central government's authority in some parts of northern and western Iraq has emboldened the Kurdish Regional Government in its ambitions to create an independent Kurdish state.



Tensions between the Kurds and the government of Iraqi Prime Minister Nouri al-Maliki have risen over recent weeks as the Kurdish authority has moved closer to independence, bolstered by the retreat of Iraqi armed forces in northern Iraq. In some areas, such as oil-rich Kirkuk, Kurdish forces have taken control.



In a joint statement with Maliki in Baghdad, Ban said: "Iraq is facing an existential threat but it can be overcome by the formation of a thoroughly inclusive government."



With the capital, Baghdad, vulnerable to terrorist attacks, the Iraqi army is engaged in a large-scale military operation in the cities of Fallujah, al Karmah and Ramadi in Anbar province, which remains under control of insurgents led by the militant group ISIL, the Islamic State in Iraq and the Levant.



"Due to the conflict, more than a million Iraqi people have been displaced," Ban said. "The UN follows the process with deep concern." 



Iraq has seen a marked escalation of sectarian violence between Sunni and Shia Muslims since June, when a coalition of armed opposition groups led by ISIL took control of large swathes of the country's predominantly Sunni provinces.
