A special session on "Supporting the Continuation of UNRWA's Educational Activities in the Occupied Palestinian Territories" was held at the UNESCO Executive Board, convened at the call of 12 countries, including Turkey.
During the session, the draft prepared by Palestine and Jordan, in which Turkey was one of the first co-sponsors, was adopted by consensus. While the United States, Argentina, the Czech Republic, and Paraguay voted "no" on the draft "Supporting the Continuation of UNRWA's Educational Activities in the Occupied Palestinian Territories," Albania and Burkina Faso abstained. Of the 58 countries in the Executive Board, 50 voted "yes" on the draft.
"SERIOUS CONCERNS ARE RAISED"
The draft noted that "serious concerns are raised regarding the recent legal measures by Israel that threaten the continuity of UNRWA's activities in providing educational services to Palestinian children." The draft condemned any measures that threaten the educational rights of Palestinian children and stated that UNESCO committed to supporting UNRWA's educational activities. Additionally, the draft emphasized that Israel's implementation of this decision would violate international law and international humanitarian law, as well as act contrary to UN General Assembly resolutions regarding the immunities and protections of international organizations.
"THE SITUATION IN GAZA IS DEEPLY CONCERNING"
Turkey's Permanent Representative to UNESCO, Ambassador Gülnur Aybet, stated in her speech during the session that the situation in Gaza, where Israel continues its attacks, remains "deeply concerning." Aybet pointed out that the fundamental pillars of international law are being undermined by Israel, stating, "(In Gaza) the deliberate obstruction of humanitarian aid and the use of hunger as a method of warfare are serious violations of international law. The International Criminal Court's (ICC) issuance of an arrest warrant for Israeli Prime Minister (Benjamin Netanyahu) and Defense Minister (Yoav Gallant) underscores the seriousness of the situation."
Emphasizing that UNRWA continues to be a "lifeline" for Palestinian refugees in such a violent environment, Aybet noted that the UN agency plays an "indispensable" role today more than ever. Reminding that 247 UNRWA staff members have been killed in Israeli attacks in Gaza, Aybet stressed that the Israeli Parliament's decision to ban UNRWA's activities dealt a "major blow" to humanitarian aid efforts in the region. On the other hand, Aybet stated that Turkey has contributed 15 million dollars to UNRWA this year and will supply 120,000 tons of flour in 2025, expressing that "Turkey will continue to stand by the Palestinian people and support UNRWA in every possible way."
"A GREAT SUCCESS"
After the adoption of the draft, Aybet stated in an evaluation to AA correspondent that the fact that 50 countries voted "yes" on the draft is a "great success" in terms of the negotiations carried out with Turkey's efforts. Ambassador Aybet said, "(The adoption of the draft) shows that Israel and its supporters are becoming increasingly isolated on international platforms and that the world public opinion has come to realize, albeit late, that it must say 'stop' to the genocide and violations of international law committed by Israel."
Noting that the first decision opposing Israel's decision to prevent UNRWA's activities was taken by UNESCO, Aybet emphasized that Turkey played an "important role" in the negotiations by being among the members of the Executive Board who requested the organization of this special session and the co-sponsors of the draft. The Israeli Parliament had approved the draft on October 28, which envisaged the termination of UNRWA's activities in the occupied Palestinian territories.
