New rules have been introduced for the sale of vehicles without special consumption tax (ÖTV) for disabled citizens. According to the decision published in the Official Gazette with the signature of President Erdoğan, those who will purchase ÖTV-exempt vehicles for the disabled will be able to choose models with a local content rate of 40%. This will prevent imported luxury vehicles from being classified as vehicles for the disabled. The President will be authorized to determine the vehicles that fall within the exemption scope for the purchase of vehicles by the disabled and the incapacitated, based on local contribution rate, engine displacement, emission type, and value. WHICH VEHICLES CAN BE PURCHASED WITHOUT ÖTV?The number of vehicles eligible for ÖTV exemption has decreased compared to before. The vehicles that can be purchased under ÖTV exemption include Toyota Corolla, Toyota C-HR, Togg T10X, Hyundai i10, Hyundai i20, Hyundai Bayon, Fiat Egea Sedan, Fiat Egea Cross, Fiat Egea Cross Wagon, Renault Clio, Renault Megane, and Renault Duster. USAGE PERIOD EXTENDED TO 10 YEARSWith the amendment to the Special Consumption Tax Law (ÖTV), disabled vehicles can now be changed every 10 years instead of 5 years. During this period, the vehicle cannot be sold. WHO CAN PURCHASE VEHICLES WITHOUT ÖTV?The right to purchase ÖTV-exempt vehicles is granted to citizens with a disability report of 90% or higher. There is no age limit for individuals with 90% or more disability, and the designated individuals can also use the vehicle. If the disabled person is under 18 years old or unable to drive, family members are granted the right to use the vehicle. Additionally, these individuals can also carry out the vehicle purchase transactions. WHAT IS THE MAXIMUM PRICE FOR VEHICLES THAT CAN BE PURCHASED WITHOUT ÖTV?The upper limit for ÖTV exemption, which was 1 million 561 thousand 255 TL in 2024, will be applied as 2 million 247 thousand 114 TL with a 43.93% increase starting from January 1, 2025.
