It is planned to introduce an IQ test for those who will obtain a driver's license. According to the Regulation on Health Conditions and Examinations Required for Driver Candidates and Drivers, individuals with an IQ level below 79 will not be able to obtain a driver's license.
An important regulation regarding the process of obtaining a driver's license in Turkey has been implemented. With the changes made in the "Regulation on Health Conditions and Examinations Required for Driver Candidates and Drivers," mental health and neurological conditions have become critical determinants in the issuance of driver's licenses.
THOSE WITH IQ LEVELS BELOW 79 WILL NOT BE ABLE TO OBTAIN A LICENSE
According to a report by Sputnik, one of the most notable innovations in the regulation is the measurement of candidates' cognitive competencies. Accordingly, it has been claimed that individuals with an IQ level measured below 79 will no longer be able to obtain a driver's license. It has been reported that this implementation was introduced to enhance traffic safety and reduce risks.
MENTAL HEALTH, MEDICATION USE, AND CHRONIC ILLNESSES ARE ALSO INCLUDED
With the new regulations, conditions such as mental retardation, dementia, attention and consciousness disorders, and chronic mood disorders will pose obstacles to obtaining a driver's license. Additionally, the evaluation process will include whether the medications used by the individual affect driving safety. Candidates using medications that may disrupt emotional stability may be restricted from obtaining a driver's license.
DRIVING RIGHTS FOR EPILEPSY PATIENTS GRANTED CONDITIONALLY
A positive development in the regulation has occurred for epilepsy patients. Individuals who have not had an epileptic seizure in the last five years will be able to obtain a driver's license with an appropriate health report. However, it is required that these individuals are under regular medical supervision and do not miss necessary check-ups.
LICENSE RESTRICTION FOR TUMORS METASTASIZING TO THE NERVOUS SYSTEM
Restrictions for cancer patients have been further clarified. Previously, patients with tumors that had not metastasized could be granted licenses in certain classes. With the new regulation, it has been completely prohibited to issue licenses to patients with tumors that have metastasized to the nervous system. This decision was made due to concerns that neurological complications could occur during driving.
IQ TEST AND PSYCHIATRIC EVALUATION REQUIREMENT
New criteria have also been added to the health report process. Candidates will undergo a detailed mental evaluation at authorized health institutions. It has been suggested that the IQ test and, if necessary, a psychiatric examination will be an integral part of the health report.
SPECIFIC CONDITIONS FOR EYE EXAMINATION
The visual acuity of drivers will be measured using the Snellen scale. For first group drivers, the total visual acuity of both eyes must be at least 1.0, while in the second group, the minimum visual acuity in the weaker eye must be at least 0.6, and in the better eye, at least 0.8. Color blindness is not considered an obstacle for driving, while those with night blindness will only be permitted to drive during the day.
