The Presidential Decision on Amending Certain Articles of the Customs Law has been published in the Official Gazette. With the amendment, the principles regarding the determination of customs value for imported goods subject to a single and fixed tax, which are brought to Turkey via postal or express cargo transportation from abroad and declared in a simplified manner by express cargo companies authorized by the postal administration and the Ministry of Trade, have been regulated. VAT ON PARCELS FROM THE EU INCREASED TO 30%Accordingly, the transportation costs incurred up to the entry port or place in Turkey will be added to the customs value of the imported goods. With the regulation made in August, the taxes and limits for purchases made from abroad were changed. While the shopping limit for products coming from abroad via postal or express cargo was reduced from 150 euros to 30 euros, the tax on parcels from the European Union (EU) was increased from 18% to 30%, and the tax on parcels from non-EU countries was increased from 30% to 60%. If the goods fall under the category listed in the IV list attached to the Special Consumption Tax Law No. 4760, an additional fixed tax of 20% will be collected on the above rates. IF IT EXCEEDS 30 EUROS, CUSTOMS BROKERAGE SERVICE WILL BE MANDATORYWith the new regulation published today, the shipping costs will also be included in the prices of products ordered from abroad. If the total cost exceeds 30 euros, it will be mandatory to obtain customs brokerage services for customs procedures. For example, if a product purchased from an e-commerce site abroad for 29 euros arrives in Turkey with a shipping fee of 2 euros, the total cost will reach 31 euros. In this case, since the price of the product exceeds 30 euros, it will be necessary to apply for customs brokerage services. The new regulation will come into effect in 30 days. SO WHAT WILL HAPPEN IF IT EXCEEDS 30 EUROS?The customs procedures for personal use goods that do not exceed a gross weight of 30 kilograms and have a value between 30 and 1500 euros, which do not serve commercial purposes, must be followed and completed with all processes, including declaration. Companies that carry out express cargo transportation and meet the conditions set by the postal administration and the Ministry of Trade can be authorized as indirect representatives. Express cargo companies that will use this authority must employ a customs broker. The Ministry of Trade has the authority to increase the quantity or value limits for goods covered by the export regime up to ten times. Additionally, an extra customs duty of 48% is applied to products exceeding the 30-kilogram limit.
