The Presidential Decrees regarding the establishment of the Population Policies Council and the Family Institute within the Ministry of Family and Social Services have been published in the Official Gazette.
MORE EFFECTIVE POPULATION POLICIES ARE TARGETED
With the decree published under the signature of President Recep Tayyip Erdoğan, the Population Policies Council has been established within the Ministry of Family and Social Services to ensure that population policies are created with a holistic approach in coordination and implemented more effectively, to monitor and evaluate developments in the demographic structure. The Council will be chaired by the Vice President and will consist of the Minister of Justice, the Minister of Family and Social Services, the Minister of Labor and Social Security, the Minister of Youth and Sports, the Minister of Treasury and Finance, the Minister of Interior, the Minister of National Education, the Minister of Health, the President of Religious Affairs, the President of Communication, the President of Strategy and Budget, and the President of the Turkish Statistical Institute. In cases where the Vice President cannot attend, the Minister of Family and Social Services will chair the Council. The Council will hold meetings every six months, but more frequent meetings may be held if deemed necessary by the president. If deemed necessary by the president, ministers and public officials related to the agenda, as well as representatives from the private sector, civil society organizations, professional organizations, trade unions, and universities may be invited to the Council meetings. The Council may establish committees and working groups to carry out its activities.
THE COUNCIL WILL TAKE MEASURES AGAINST THE DECLINE IN FERTILITY
The Council will be responsible for ensuring general coordination in the field of population policies. It will facilitate cooperation among institutions and organizations responsible for the creation and implementation of population policies, monitor and evaluate national and international studies related to these policies. The Council will examine the changes in the demographic structure and the factors causing the decline in fertility rates and will ensure that necessary measures are taken. Additionally, it will create short, medium, and long-term policies to maintain a healthy and dynamic population structure by keeping the fertility rate above the population replacement level and strengthening the institution of family.
A SECRETARIAT WILL BE ESTABLISHED FOR THE COUNCIL
A deputy minister and a sufficient number of personnel will be assigned by the Ministry of Family and Social Services for the secretariat services of the Council. The secretariat will manage the preparation, implementation, and monitoring of the action plan reflecting the policy and program priorities within the Council's area of responsibility, coordinating with the relevant institution. It will present the members' agenda proposals to the president for the Council meetings. It will make the invitations for the meetings and share information related to the agenda with the members, and will present the monitoring and evaluation results regarding the implementation of the decisions taken in the Council.
THE PRESIDENTIAL DECREE ON THE ESTABLISHMENT OF THE FAMILY INSTITUTE IN THE OFFICIAL GAZETTE
With another decree published under the signature of President Recep Tayyip Erdoğan, the Family Institute will be established. The Institute will work on research related to policies concerning the strengthening of family structure and values, increasing the social welfare of families, and issues related to women, children, the disabled, the elderly, relatives of martyrs, veterans, and veteran relatives. It may also organize seminars, symposiums, conferences, and similar events with expertise and certification programs to improve social services. The organization of the Institute will consist of a General Directorate, a Board of Directors, and an Advisory Board. The number of department heads in the General Directorate will not exceed 4. The Chairman of the Board of Directors will be a minister, and the board will consist of 9 members. The Council will meet at least once every 2 months. The Advisory Board will consist of 15 members.
