A new system is coming for urban transformation.

The AK Party has submitted a 26-article omnibus bill to the Presidency of the Parliament to accelerate the process of transforming buildings in earthquake-risk cities, starting with Istanbul. In metropolitan areas, a "rights transfer" system is being introduced to the zoning regime to facilitate the transfer of property rights to other parcels.

AK Party Group Chairman Abdullah Güler announced yesterday that with the Village Law and the Proposal for Amendments to Some Laws, the deadline for the construction of residences on properties sold to those in need in villages is extended until December 31, 2024. Those who reside in the village and do not have a house will be granted an additional period until December 31, 2028, if they do not build on the properties sold to them for various reasons or if they do not pay their installments. Parcels registered in the name of the village legal entity, with a maximum size of 2,000 square meters, can be sold to needy village residents at the market value through a decision of the village council.



15-DAY CONDITION FOR SLUM DEMOLITION



With the amendment proposed in the Slum Law, those concerned will be informed about the demolition process. Authorities that make the demolition decision will notify within 7 days. Notifications that cannot be delivered to the concerned parties will be left at the village headman's office and posted in the relevant area. The demolition process will be carried out immediately by the municipality or the provincial special administration 15 days after the notification date.



Areas where zoning transfer will be made will be covered by areas owned by the municipality or public properties with prior approval, or from Treasury ownership. While transferring zoning rights, the construction area of the buyer's parcel can be increased by a maximum of the ratios determined by the zoning plan and cannot exceed 20% of the buyer's parcel in any case. The construction rights of the transferring parcels will not exceed the construction rights of the nearest neighboring zoning parcel/block. The transfer process will be carried out based on the value determinations of the buyer and transferring parcels.



PLOTS AND LANDS WILL BE EXEMPT FROM VAT



Land and plot deliveries made by the Urban Transformation Directorate will be exempt from VAT. The justification for this exemption states, "In order to ensure that existing property problems are resolved more quickly and to accelerate transformation practices, especially in our country, which is an earthquake zone." The "Zoning Rights Transfer" system is defined in the zoning regime. Citizens' property rights can be transferred to other parcels when necessary.
