A written statement from the Federal Service for Supervision of Communications, Information Technology, and Mass Media of Russia stated that Viber does not comply with the legislation against terrorism and extremism. The statement included, "Access to the Viber application has been restricted due to violations of the requirements of the legislation on combating terrorism, extremism, and drug-related offenses in Russia." Previously, access restrictions had also been imposed on platforms such as Facebook, X, and Instagram in Russia, with the most recent being a ban on YouTube on August 1. The messaging application Viber ranks among the popular messaging apps in Russia, following WhatsApp and Telegram.
