Among the necessary conditions for obtaining an authorization certificate, the requirement for a workplace opening and operating license has been removed, allowing those applying for authorization certificates until March 1 to be exempt from the high school graduation requirement. The application period for the "6-month-6-thousand-kilometer marketing and sales restriction" and advertising restriction in the automotive sector has been extended to July 1. PENALTY FOR EXCESSIVE PRICE INCREASE HAS INCREASEDTo increase the deterrence of penalties for unfair competition, the upper limit of the penalty for excessive price increases has been raised to 1 million lira, and for stockpiling to 12 million lira. Those who receive stockpiling penalties three times in a calendar year can have their workplaces closed for up to 6 days. Regulations regarding unfair commercial practices and payment periods in the retail trade sector have come into effect. Additionally, a communiqué has been enacted to allow the sale of gluten-free sweet and savory snacks and flour in chain store branches with a sales area of more than 250 square meters, and to allow the sale of gluten-free bread, pasta, and similar products in branches with a sales area of more than 400 square meters. E-COMMERCE REGULATIONSBy amending the Regulation on Real Estate Trade, it has been stipulated that the professional experience requirement will not be sought in authorization certificate applications made by businesses and contracted businesses with income or corporate tax or professional chamber registration related to real estate trade before May 14, 2024, until December 31, 2024. The application period specified as December 31, 2024, in this provision has been extended to June 30. A communiqué has been enacted regarding the authorization of integrators who fulfill the obligations imposed on service providers engaged in commercial activities under the electronic commerce legislation by the Ministry. Amendments have been made to the Law on the Regulation of Electronic Commerce to promote the overseas sales of domestic electronic commerce marketplaces, increase their competitive power, employment creation potential, and high-tech investments. SALE OF FRUITS AND VEGETABLESThe method of leasing sales places in closed markets through limited real rights has been abolished. Regulations regarding the trade of fruits and vegetables have been made through Ministry circulars. The number of partners or members required to obtain a producer organization certificate for vegetable and fruit producers has been reduced from 50 to 25. It has been regulated that no deductions such as handling fees can be made from the goods price to be paid to the producer, and those purchasing goods from the wholesale market cannot be forced to receive handling services or pay fees without receiving these services. This year, the monetary limit to be applied in the market arbitration boards has been determined as 887 thousand 9 lira.
