The new regulations in the electric scooter management have been published in the Official Gazette and have come into effect. While a definition of "geofencing" has been added to the regulations, the permit duration for e-scooter operators has been set at 2 years. Additionally, it has become mandatory for businesses to have a call center that operates 24/7.
Various regulations have been made in the Electric Scooter Regulation. According to the changes published in the Official Gazette; new provisions have been introduced regarding topics such as geographic fencing, data sharing, permit durations, call center requirements, and local production conditions.
ACCESS TO SPECIFIC AREAS WILL BE RESTRICTED
With the changes made, the definition of 'geographic fencing' has been added to the regulation. Within the scope of geographic fencing, access to certain areas or actions that can be performed in these areas will be restricted through software.
The obligation for permit holders to process the serial, license, and ID numbers of e-scooters and their location information into the U-Net system has been strengthened. Accordingly; the location of scooters that have started driving will be reported every 3 minutes, the location of those that have finished driving will be reported within a maximum of 10 minutes, and the location of any movement outside of driving will be reported in real-time. According to the regulation, businesses will regularly submit accident and complaint data to U-Net every month.
PERMIT DURATION FOR OPERATORS IS 2 YEARS
The permit duration granted to e-scooter operators has been set at 2 years. If there is no new application at the end of this period, the permit can be extended for another year upon payment of the fee.
LIMITATION ON THE NUMBER OF SCOOTERS
Businesses will not be able to have more than 130% of the total permitted number of scooters in a district or region, with at least 70% (40% during the November-February period) of them being permitted scooters.
CALL CENTER REQUIREMENT
It has become mandatory for businesses to have a call center that will provide service 24/7 or a mobile application that serves the same function. Interfaces in mobile applications will be required to include information such as scooter location, charging status, estimated range, restricted areas (geographic fencing map), real-time fare information, and carbon footprint comparison.
SUPPORT CONDITION FOR LOCAL MANUFACTURERS
Businesses will be required to procure at least 30% of the scooters they will provide from local manufacturers certified by the Turkish Standards Institute (TSE) according to the Ministry of Industry and Technology's communiqué. This provision will come into effect on July 1, 2026.
