Erdoğan instructs his ministers to provide support for the reconstruction of Syria.

President Erdoğan instructed ministers during the Cabinet meeting on Monday to carry out work in Syria for the needs in their respective areas. Accordingly, each ministry will provide support in its field to ensure that public institutions and organizations in Syria become operational again and to rebuild the state system. The Ministry of Interior will provide support for needs such as population registration and passport printing.

Turkey has begun support efforts in the process of establishing a temporary government and rebuilding the country following the overthrow of the 61-year Baath regime in Syria. President Erdoğan instructed ministers to carry out work in Syria for the needs in their respective areas during the last Cabinet meeting. In this context, each ministry will provide support in its field to ensure that public institutions and organizations in Syria become operational again and that the state system is reestablished. Some of the activities to be carried out by ministries in Syria are as follows: MINISTRY OF INTERIOR- Offices of the Migration Administration will be opened at the embassy and consulate in Damascus and Aleppo. These offices will share the registrations, identity information, and other official documents of Syrians in Turkey with the relevant units in Syria when necessary.
- After the establishment of the Ministry of Interior in Syria, support will be provided for basic needs such as population, security, and passport printing. Turkey will assist in technical equipment and information sharing.
- To enable Syrians wishing to return to their country to make the necessary preparations, a "pioneer migrant" application will be launched starting from January 1. In this context, one person from each family will be allowed to enter and exit three times within six months. To ensure that the process related to the return of Syrians is carried out in a healthy, peaceful, and orderly manner, two of the six border gates will be authorized, and entries and exits will be made through these gates.
- By increasing the number of personnel at the border gates and transitioning to a 24/7 working principle, service will be provided throughout the day.
- Syrians wishing to return voluntarily will be able to make an appointment through the central appointment system on the website of the Migration Administration. With the appointment given on the same day, necessary documents such as travel permits can be obtained.
- Assistance will continue to be sent to the region under the coordination of AFAD. New brick houses will be added to those coordinated by AFAD, some of which have been completed.
MINISTRY OF TRADE- In the return processes of Syrians, procedures related to personal belongings and household goods will be carried out with the "Facilitated Exit Form."
- Facilitation will also be provided for vehicles with license plates brought by individuals with temporary protection status from Syria, which are registered by notaries. In this context, if the vehicle is to be definitively exited, a document indicating that the registration has been closed will be presented to the customs administration. If the conformity of the vehicle's documents is confirmed, necessary procedures will be carried out in the Vehicle Tracking Program, and the vehicle's registration will be closed, allowing for rapid exit procedures.
- If no record can be found for the vehicle in question, the presentation of the document indicating that the registration has been closed to the customs administration and the confirmation of the conformity of the vehicle's documents will allow for exit registration in the relevant program.
- For the exit of vehicles with local plates acquired by Syrian citizens in Turkey, a "Facilitated Exit Form" will be issued by presenting the document indicating that the registration has been closed to the customs administration in accordance with the provisions of the "Law on the Sale of Second-Hand Vehicles to Foreigners."
- Procedures related to the transfer of businesses established by Syrians in Turkey will be completed by preparing a Verbal Declaration Form in accordance with the Customs Regulation.
- In cases where Syrian citizens wish to take out jewelry made of precious metals and stones worth over $15,000 that are not for commercial purposes, the requirement for these items to be declared upon entry or documented as purchased in Turkey will not be sought until December 31, 2025.
- Additionally, for exits involving Turkish currency exceeding 25,000 lira and documents facilitating payment in this currency, as well as foreign currency exits exceeding 10,000 euros or its equivalent, it will be sufficient to declare with a "Cash Declaration Form" to the customs administrations.
MINISTRY OF TRANSPORTATION AND INFRASTRUCTURE- The General Directorate of State Airports Authority will carry out work related to the rehabilitation of Damascus Airport.
- Efforts will be made to ensure the integrity of the railway up to Damascus.
- Works on the M4 and M5 highways, including the repair of bridges, will continue.
- Deficiencies in the communication field will be identified, and support will be provided for the needs in this area.
- Efforts will be made to revitalize the ports.
- Support will be provided for Syria to print its own currency.
MINISTRY OF NATIONAL DEFENSE- If requested, necessary support will be provided for military training and cooperation with the new administration.
- Cooperation will be established with the new administration in Syria in the fight against terrorism.
MINISTRY OF NATIONAL EDUCATION- Efforts are ongoing to carry out educational activities in coordination with the Local Councils in northern Syria, ensuring students' access to education. In this context, with the support of philanthropists, the repair of damaged schools, the construction of new school buildings, the equipping of classrooms, the creation of educational curricula, and the preparation and printing of textbooks have been completed and delivered to schools.
- The ministry will update the educational curricula in line with scientific and technological developments, the needs of students, and the demands of the Syrian people, prepare new textbooks, and contribute to the development of vocational training and the establishment of vocational schools to improve economic development and living standards.
- Additionally, the Ministry of National Education plans to engage in comprehensive cooperation in the professional development of teachers and administrators and aims to provide psychosocial support to families and children to address the challenges that may arise in returning to school life.
MINISTRY OF CULTURE AND TOURISM- The Turkish Cooperation and Coordination Agency (TIKA) is continuing its efforts to resume activities in Syria.
- TIKA is also supporting restoration efforts in the country. In this context, work will begin on the protection and landscaping of the cemetery located in the courtyard of the Ibn Arabi Mosque in Damascus.
- - Ministry of Health, Energy and Natural Resources, Family and Social Services
- Support will be provided for the reconstruction of the health system, rehabilitation medical devices, and pharmaceuticals.
- In this context, the Turkish Red Crescent Delegation in Damascus was opened at the headquarters of the Syrian Arab Red Crescent (SARC) in the capital, Damascus.
- The Ministry of Energy and Natural Resources will also examine Syria's energy and electricity infrastructure and work on electricity flow.
- The Ministry of Family and Social Services will provide psychosocial support to women and children.
