With the circular published by the Presidency titled "Regular and Effective Implementation of Guidance, Inspection, and Audit Activities," the aim is to enhance citizen satisfaction in public services and increase the effectiveness of inspection activities.

According to the circular published in the Official Gazette with the signature of President Recep Tayyip Erdoğan, a series of important regulations will be implemented to ensure that public services are provided effectively, efficiently, transparently, and accountably, and that guidance, inspection, and auditing activities are carried out regularly and comprehensively. The regulations under the circular aim to increase citizen satisfaction in public services and the effectiveness of inspection activities.



PRIORITY GOAL: CITIZEN SATISFACTION



According to the circular, all public services, especially in areas such as education, health, food, and trade, will be provided with an understanding that prioritizes increasing citizen satisfaction. In the provision of public services, demands and needs will be met in the most timely and appropriate manner. Measures will be taken to prevent unregistered activities and exorbitant pricing, ensure reliable food supply, guarantee occupational health and safety, and ensure that all processes and applications directly affecting citizens' daily lives are carried out and audited in accordance with relevant legislation.



Within the scope of the circular, public officials will be employed in units and positions suitable for their qualifications, work discipline and job performance will be improved, and public resources will be used based on maximum savings and efficiency principles. It will be checked whether all public resources are used according to maximum savings and efficiency principles.



Problems will be resolved quickly and at the source, thus maintaining trust and confidence in public administration. Additionally, citizens' properly submitted applications and complaints will be meticulously examined and resolved. Investigations, inspections, or inquiries regarding applications received by public institutions will be initiated promptly, and necessary administrative and penal actions will be taken against those responsible.



GUIDANCE-BASED INSPECTION TO IMPROVE PUBLIC SERVICES



In public institutions and organizations, inspection activities carried out by inspection personnel and line managers will henceforth be implemented as guidance and inspection activities. Guidance-based inspection will include the control and auditing of all activities and transactions of institutions subject to inspection, including current transactions of real and legal persons, preventive audits to avoid irregularities, and performance audits that contribute to the improvement of public services and the enhancement of service delivery capacity.



To increase the quality and performance of services provided by public institutions and organizations, procedures, methods, and practices that do not comply with the requirements of public service will be identified during the inspection process, and deficiencies or errors will be corrected on-site as a priority. Guidance will be provided to relevant institutions and personnel for the correction of errors, elimination of deficiencies, and presentation of solution proposals.



TECHNOLOGICAL TRANSFORMATION IN INSPECTION



Comprehensive and regular inspections will be conducted using technological means such as inspection information systems, big data, and artificial intelligence applications. Inspections will be carried out with complete impartiality, leaving no area outside the scope of inspection, and preventive measures will be taken through risk analysis-based inspections. The requests of inspection officials, who are authorized to request necessary assistance, information, documents, records, and files during their duties, will be fulfilled within the framework of relevant legislation.



To ensure that the inspection and auditing activities of public institutions and organizations are carried out effectively, the monitoring and coordination of the work of units responsible for guidance, inspection, and auditing will be carried out by the State Audit Board. A necessary follow-up system will be established by the Board for the regular monitoring and evaluation of the annual work programs, activity reports, and other works of the relevant units.



THE STATE AUDIT BOARD (DDK) CARRIES OUT SUPERIOR INSPECTION DUTIES UNDER THE PRESIDENTIAL OFFICE



The State Audit Board (DDK) operates as a superior inspection body affiliated with the Presidency, in accordance with Article 108 of the Constitution and Presidential Decree No. 5. The DDK conducts all kinds of administrative investigations, inspections, research, and audits in all public institutions and organizations, as well as other units subject to inspection, to ensure the legality, regularity, and efficiency of administration. In this context, the auditing of the activities and transactions of relevant institutions and organizations is carried out regularly.



The DDK also engages in activities related to administrative and economic issues such as improving the service delivery capacity of public institutions, ensuring food and water supply security, and the effectiveness of state aid. It also conducts examinations and research on issues such as occupational health and safety, increasing the effectiveness of vocational and practical training, e-government, and cybersecurity.



Additionally, the DDK carries out inspection and auditing activities related to sensitive issues and events affecting public opinion, such as national security and terrorism. All kinds of administrative investigations and examination activities within its scope of duty are carried out by the Board. The DDK also conducts coordination and harmonization activities among inspection and auditing units.



As a superior inspection body, the Board publishes the procedures and principles for the effective conduct of the examination and investigation activities of Inspection Boards in public institutions and organizations, as well as the principles, methods, and standards related to these activities. All kinds of examination, investigation, and reporting activities carried out by inspection boards and investigators comply with the regulations set by the Board.



Within the scope of its inspection duties, the DDK also carries out tasks related to the independent audit of the annual financial statements and activities of the Turkey Wealth Fund and its affiliated companies, coordination of investigations and inquiries regarding complaints and applications related to the use of financial resources provided by European Union funds and programs, auditing the budget transactions of the Organization of Islamic Cooperation units, and the annual audit of pilgrimage organization activities.
