For civil servants, a lunch fee of 10.25-41.80 lira will be collected this year, and for contracted personnel, it will be 12.47-49.97 lira.
The Implementation Communiqué of the Regulation on Food Aid for State Civil Servants, prepared by the Ministry of Treasury and Finance, has been published in the Official Gazette.
With this communiqué, the principles regarding the minimum meal fees to be collected from civil servants and contracted personnel benefiting from lunch service in 2025 have been determined. Accordingly, the expenses required for food aid will be covered by the appropriations allocated in the institutional budgets, not exceeding two-thirds of the meal costs for Ankara, Istanbul, and Izmir, and half for other provinces. The portion of the meal fee that cannot be covered by the budget will be collected from the personnel. CEILING FEE FOR CIVIL SERVANTS IS 41.80 LIRAFrom January 15, 2025, to January 14, 2026, a fee between 10.25 lira and 41.80 lira will be collected daily from civil servants benefiting from lunch service. Contracted personnel will also pay a lunch fee between 12.47 lira and 49.97 lira, depending on their salary. In this context, the daily lunch fee will be collected as follows: 10.25 lira from civil servants with a supplementary indicator of up to 600 (including 600), 17.42 lira from those with a supplementary indicator of up to 1700 (including 1700), 21.64 lira from those with a supplementary indicator of up to 2800 (including 2800), 28.04 lira from those with a supplementary indicator of up to 4200 (including 4200), 37.34 lira from those with a supplementary indicator of up to 5400 (including 5400), and 41.80 lira from those with a supplementary indicator higher than 5400. COMMUNIQUÉ WILL ENTER INTO FORCE ON JANUARY 15From contracted personnel, a daily meal fee of 12.47 lira will be collected from those with a gross monthly contract fee of up to 26,480 lira (including this amount), 21.64 lira from those with a gross monthly contract fee of up to 44,700 lira (including 44,700 lira), 39.27 lira from those with a gross monthly contract fee of up to 61,750 lira (including 61,750 lira), and 49.97 lira from those with a gross monthly contract fee above 61,750 lira. Organizations may determine meal fees above the specified amounts by considering the personnel's job title or position, the nature of their services, meal costs, and factors such as providing meal service in better conditions in different locations. The communiqué will enter into force on January 15.
