Recently, a large number of lawsuits have been filed in courts due to disputes between tenants and property owners. Among these cases, issues related to renting without a contract and cash rent payments hold significant weight. Property owners, in order to avoid paying taxes on the amounts received from tenants, were receiving these amounts either entirely or partially in cash. In fact, some were making rentals without contracts to prevent tenants from claiming their rights. However, the ongoing disputes have brought these disagreements to light. In response, the government is set to take some steps to combat the informal economy and prevent cash rent payments. PENALTIES MAY COME INTO EFFECT IN 2025A series of measures are on the agenda to formalize the market and prevent exorbitant increases. In this context, the first measure will be that as of January 1, 2025, all residential and commercial rentals will require a contract, and these contracts will be made through the e-Government system. According to the information obtained, heavy fines may be imposed on property owners and tenants who do not comply with the new regulations regarding rentals. The issue is also under scrutiny by the Ministry of Finance. Having all contracts made from the new year available in the e-Government system will also facilitate tax audits based on the monthly rent amounts.
