A new regulation has come into effect for vehicles that have been kept in impound lots for years. Vehicles that have been banned from traffic will be sold within 6 months. The sales process, which affects 30 million vehicle owners, will be carried out by provincial directorates or national property units.

With the new regulation published by the Ministry of Environment, Urbanization, and Climate Change, the sales process of vehicles held in impound lots has been accelerated. According to the regulation, notifications will be made to the owners of vehicles that have been banned from traffic by the police and gendarmerie traffic units. Vehicles that are not collected or inquired about within 6 months after the notification will be put up for sale by the provincial directorates of the Ministry of Environment, Urbanization, and Climate Change in the provinces, and by the national property directorates in the districts.
SCRAP VEHICLES WILL BE SOLD BY BARGAINING METHOD
Vehicles determined to be scrap based on the report prepared by the appointed mechanical engineers will be sold to licensed companies by bargaining, provided that the sale price does not fall below the amount determined by the Ministry of Industry and Technology. The sale of non-scrap vehicles will be carried out by the relevant authorities.
For the vehicles sold, a sales document will be prepared containing technical information such as brand, model, type, color, engine, and chassis number, as well as the identity and address information of the buyer.
ALL LIENS AND RESTRICTIONS WILL BE REMOVED
With the sale process, all restrictions on the vehicles such as "not for sale, non-transferable, lien, precautionary lien, pledge" will be removed. The income obtained from the sale will be distributed to creditors, if any; the remaining balance will be notified to the vehicle owner. If the vehicle owner applies within 1 month, this amount will be paid to them.
VEHICLES WILL NO LONGER STAY IN IMPOUND FOR MORE THAN 11 MONTHS
Onur Özdemir, President of the Turkish Impound Federation, stated that with the new regulation, vehicles will not be allowed to stay in impound for more than 11 months, saying, "If no application is made within the notified period, the vehicles will be sold at auction. The income obtained will be kept in time deposit accounts and paid to the rightful owners."
DOES NOT COVER VEHICLES OF SGK DEBTORS
This application, which concerns approximately 30 million vehicle owners, will reduce the vehicle density in parking lots and contribute to the economy. On the other hand, it has been learned that the legal regulation does not cover the vehicles of SGK debtors, and a new regulation regarding this is on the way.
