The Ministry of Environment, Urbanization and Climate Change has put new regulations into effect within the scope of the 2053 Net Zero Emission target. As of January 1, 2027, a "Building Life Cycle Analysis Certificate" will be mandatory for new buildings of 10,000 square meters and above. Additionally, a "Low Carbon Building Certificate" application will be initiated for structures with low greenhouse gas emissions.

The Ministry of Environment, Urbanization and Climate Change has implemented new regulations to promote environmentally friendly construction in line with Turkey's 2053 Net Zero Emissions target. With the regulation published in the Official Gazette, the "Building Life Cycle Analysis Certificate" has become mandatory for large-scale new buildings.

MINISTER KURUM: WE WILL EXPAND ENVIRONMENTALLY FRIENDLY CONSTRUCTION

Murat Kurum, Minister of Environment, Urbanization and Climate Change, made a statement on his social media account regarding the new regulation. In his post, Kurum stated, "Our regulation to expand environmentally friendly construction has been published. As of January 1, 2027, for new buildings of 10,000 square meters and above; we are implementing the Energy Performance Certificate and the Building Life Cycle Analysis Certificate. We are introducing the 'Low Carbon Building Certificate' application for buildings with low greenhouse gas emissions."

WILL COVER BUILDINGS OF 10,000 SQUARE METERS AND ABOVE

According to the new regulation, for buildings that will obtain a construction permit as of January 1, 2027, and whose total construction area exceeds 10,000 square meters, it will be mandatory to submit the "Energy Performance Certificate" together with the "Building Life Cycle Analysis Certificate" to the relevant authority at the building occupancy permit stage. Within the scope of the regulation, the training and authorization requirements for Energy Performance Certificate Experts, who will prepare these documents, have also been reorganized.

ALL EMISSION PROCESSES OF BUILDINGS WILL BE CALCULATED

With the "Building Life Cycle Analysis" system, not only the energy consumption of buildings during use, but also the greenhouse gas emissions generated throughout their entire life cycle will be calculated.

Within the scope of the analysis;

  • Raw material supply
  • Transportation processes
  • Construction phase
  • Usage and operation processes
  • Maintenance and repair works
  • Renovation and alteration works
  • Demolition processes
  • Waste processing and disposal processes
  • Recycling and energy recovery, all stages will be evaluated.

It was stated that the analyses will be carried out via the BEP-TR system, and the documents will be prepared by authorized Energy Performance Certificate Experts.

"LOW CARBON BUILDING CERTIFICATE" APPLICATION IS COMING

With the regulation, the "Low Carbon Building Certificate" application has also been initiated for buildings with low greenhouse gas emissions from operation. According to the new system, buildings with at least a "B" greenhouse gas emission class and at least a "C" energy performance class in the Energy Performance Certificate will be entitled to receive this certificate.

NEW TRAINING AND EXAM REQUIREMENT FOR EXPERTS

Within the scope of the "Communiqué on Training and Inspection of Energy Performance Certificate Experts," the scope of duty for experts has been expanded.

With the new regulation, experts will now be authorized in the areas of:

  • Life Cycle Analysis Certificate
  • Low Carbon Building Certificate.

While training periods for experts have been increased, it was announced that the rights of currently authorized experts will be preserved until the end of their term. Experts whose authorization period expires will have to participate in the new training program determined by the Ministry and retake the exam.
