Bauer, speaking at an event organized by the European Policy Centre (EPC) in Brussels, the capital of Belgium, said that deterrence is not only related to military capacity, but that all existing tools can be used as weapons. "We see this with the increasing acts of sabotage. Europe has seen this in energy supply," Bauer said, adding, "We thought we had an agreement with Gazprom, but in fact, we had an agreement with (Russian President Vladimir) Putin. The same applies to infrastructure and goods originating from China. In fact, we have an agreement with (Chinese President) Xi Jinping."
