Witness statements have left a mark on the file in the bribery and corruption investigation conducted by the Izmir Chief Public Prosecutor's Office against the Güzelbahçe Municipality. Witness S.K. claimed that approvals were obtained from the ministry system using fake photographs, that structures violating zoning regulations were expanded under 'protection guarantee,' and that some companies established close relations with the municipality. The file also included striking statements regarding CHP Deputy Chairperson Veli Ağbaba.
Within the scope of the investigation into the crimes of "establishing an organization for the purpose of committing a crime and being a member of an organization," "bribery," "abuse of office," and "causing zoning pollution" against Izmir's Güzelbahçe Municipality, 5 people, including Güzelbahçe Mayor Mustafa Günay, his wife Nermin Günay, former mayor Özdem Mustafa İnce, and the zoning director, have been detained.

New details regarding the investigation have emerged. According to a witness statement in the case file, it is alleged that approval was obtained from the ministry system using fake photographs.
WITNESS STATEMENT REVEALED New details have emerged in the bribery and corruption investigation conducted by the Izmir Chief Public Prosecutor's Office Terrorism and Organized Crimes Investigation Bureau against Güzelbahçe Municipality. Witness S.K., who testified within the scope of the investigation, made striking allegations regarding the municipality's zoning, permit, and building occupancy permit processes.
Witness S.K. stated that between 2022 and 2025, he handled construction monitoring and real estate affairs for a person named Sinan Karahan, and alleged that unauthorized constructions were organized through certain names within the municipality and affiliated individuals.
ALLEGATION OF GUARANTEE FOR "QUICK RESOLUTION OF MATTERS" According to the witness statement, a person named Şamil Göçtü contacted them during the process and provided assurance that "matters would be resolved quickly and easily." Following this assurance, S.K. claimed that the zoning upper limit was exceeded and structures were enlarged, and also told the prosecutor's office that money transfers were made in the name of "Yalı Balık" during the process.
S.K. stated that after the unauthorized constructions, an administrative and judicial process was initiated due to a complaint made to CİMER (Presidential Communication Center), and a meeting was held with the municipal administration. According to the allegation, municipal officials stated that "they had to take action due to the complaint, but a minimum penalty would be applied if the support continued."

S.K. alleged that files were collected from contractors through intermediaries called "muameleci" and delivered to the relevant people at the municipality.
According to the allegation, the money demanded by the municipality or affiliated companies was collected through these intermediaries and delivered to the relevant individuals. The names Mirya İnşaat and Günay Grup also appeared in the file.
The witness further claimed that some individuals, whom he said had offices across from the municipality, acted in close relationship with the municipal zoning unit and political figures.
"MINISTRY APPROVAL OBTAINED WITH FAKE PHOTOGRAPHS" One of the most striking allegations in the investigation file was the statements regarding the use of "fake photographs" in building permit processes.
According to witness S.K., projects were first shown as if they complied with the regulations, then photographs of previously constructed buildings were uploaded to the system as if they belonged to the new project, and ministry approval was obtained. It was alleged that the municipality issued building occupancy permits based on these approval numbers.
S.K. claimed that the structures were later dismantled and enlarged, thus creating unauthorized usage areas.
Güzelbahçe district mayor Mustafa Günay ALLEGATION OF "LUXURY VEHICLE GIVEN IN EXCHANGE FOR BRIBE" The witness statement also included serious bribery allegations concerning some companies and contractors. S.K. alleged that a person associated with a company named "Bambu Bahçe Mobilyaları" gave a Mercedes Maybach Vito type vehicle to the mayor.
According to the allegation, this vehicle was given in exchange for turning a blind eye to large-scale unauthorized constructions.
VELI AGBABA DETAIL IN THE FILE The name of CHP Deputy Chairman and Malatya Deputy Veli Ağbaba also appeared in the investigation file. Witness S.K. stated that they did not have concrete information about Veli Ağbaba directly receiving money within the scope of the "bribery relationships" that Sinan Karahan described.
However, the witness claimed that Güzelbahçe Mayor Mustafa Günay and Veli Ağbaba supported each other. The statement said, "We do not have concrete and realistic information that Veli Ağbaba received bribes from here."
MUNICIPAL ADMINISTRATION AND COMPANIES IN THE FILE The names of Güzelbahçe Mayor Mustafa Günay, Zoning Director Özgür Bayraktar, municipal council member Gizem Göçtü, and Şamil Göçtü also appeared in the witness statement within the scope of the investigation.
Additionally, the names of companies Y. İnşaat, F. İnşaat, E. İnşaat, and G. Grup appeared in the file. Witness S.K. stated that he was directly a witness to some events, while he learned some information from hearsay and conversations within the sector.
It has been learned that the prosecutor's office is continuing the investigation in a multi-faceted manner.
