The Mayor of Şanlıurfa Metropolitan Municipality, Mehmet Kasım Gülpınar, stated, "There are many complaints from citizens regarding cleanliness. The entire blame lies with our cleaning services director. Because we don't have such a director." Gülpınar humorously explained the situation, reminding that the responsibility for cleaning services falls under the district municipalities, not the metropolitan municipality.
The Mayor of Şanlıurfa Metropolitan Municipality, Kasım Gülpınar, gave a noteworthy and humorous response to a question regarding complaints from citizens about cleanliness. Gülpınar reminded that cleaning services are not within their authority and summarized the issue in a clear and joking manner.

In his statement regarding the issue, Mayor Gülpınar said: "There are many complaints from citizens about this cleanliness issue. I do not blame any of my bureaucrats, but I will blame our cleaning services director. All the fault is with him!"
"YOU CANNOT MEET OUR DIRECTOR BECAUSE HE DOES NOT EXIST"
However, he humorously explained that there is not even such a directorate within metropolitan municipalities: "There is no cleaning services directorate in the metropolitan municipality. Have you ever met our cleaning services director? You cannot meet him because we do not have such a director."
EMPHASIS ON "WE HAVE NO AUTHORITY"
Gülpınar expressed understanding for citizens directing their complaints about cleanliness to the metropolitan municipality, but reminded that the responsibility does not lie with them, saying, "Dear citizens, dear fellow citizens; cleaning services are not our responsibility, I remind you again. However, most citizens still think that the responsibility for cleanliness lies with us. We have no involvement in cleanliness whatsoever. We do not have a unit. We have no authority. Cleaning is not our responsibility; it is the responsibility of the districts."
