The housing rental sector is preparing to implement a significant transformation as of January 1, 2025. The Electronic Advertisement Verification System (EAVS), which will be enforced by the Ministry of Trade, will become mandatory for rental property listings. This new regulation aims to increase transparency and reliability in the sector. STARTING WITH RENTALSMustafa Hakan Özelmacıklı, General Manager of Altın Emlak Global, stated regarding the matter, "The EAVS Authorization Verification Application will only be mandatory for rental property listings starting from January 1, 2025." Currently, EAVS verification will not be applied to sales listings, and a new directive is expected in this regard. Özelmacıklı added, "The second phase of the Electronic Advertisement Verification System, which is the authorization verification application, was piloted in Bolu and Manisa provinces last September. As a result of the feedback received from industry representatives, it has been decided that it will currently only cover rental listings." LISTINGS WITHOUT AUTHORIZATION CERTIFICATE WILL NOT BE ALLOWEDWith the new system, the authorization of rental property listings through the E-Government system will become mandatory. Özelmacıklı stated, "All rental listings entered after January 1, 2025, will need to pass the EAVS control. Real estate businesses without an authorization certificate will not be able to publish listings on advertisement platforms." However, properties owned by foreigners and real estate belonging to first-degree relatives will not be subject to this requirement. NO CLEAR DATE FOR SALES LISTINGSÖzelmacıklı noted that no clear date has yet been provided regarding when EAVS will be mandatory for sales property listings, stating, "The different processes to be applied for rental and sales listings may create inconsistencies in the sector. However, the main purpose of this application is to ensure reliability in the real estate sector by preventing fake listings." A DECREASE IN LISTING NUMBERS IS EXPECTEDÖzelmacıklı indicated that the new regulation may lead to a decrease in the number of listings in the initial phase, sharing the following information: "Over 200,000 rental property listings are published monthly on just one platform. After January 1, listings without permission will not be allowed to be published. During the transition period, there may be a slight decrease in rental listings as the system stabilizes. However, this turning point will bring about a healthier operation in the sector in the long run.
