The Chairman of the TBMM Justice Commission, Cüneyt Yüksel, announced that the National Solidarity, Brotherhood and Democracy Commission, established in line with the goal of a "Terror-Free Turkey," has completed its work. Yüksel stated that the most critical phase of the process is for the terrorist organization to lay down its arms and completely dissolve itself, adding, "There is no turning back in this process." It was stated that the prepared report has strategic importance in terms of social integration and strengthening democratic capacity.
Prof. Dr. Cüneyt Yüksel, Chairman of the Turkish Grand National Assembly Justice Commission, stated in his speech at the Turkish Grand National Assembly General Assembly that the National Solidarity, Brotherhood, and Democracy Commission, established in line with the goal of a "Terror-Free Turkey," has completed its work, and emphasized that the prepared report is a strategic text for strengthening social integration and democratic capacity.
In his speech, Yüksel said that the comprehensive report, which includes seven main headings, a conclusion and evaluation section, and appendices, prepared as a result of the commission's work carried out since August 5, 2025, was adopted at the meeting on February 18, 2026.
EXPRESSED GRATITUDE TO ALL POLITICAL PARTIES
Yüksel emphasized that the prepared report is important for strengthening brotherhood, consolidating social integrity, and institutionalizing the "vision of a terror-free Turkey and a terror-free region," and noted that the text is also "a concrete manifestation of a strategic will aimed at strengthening both social acceptance and democratic capacity together."
Thanking those who contributed to the process in his speech, Yüksel expressed his gratitude to all political parties and members of parliament who contributed to the process, especially President and AK Party Chairman Recep Tayyip Erdoğan, MHP Chairman Devlet Bahçeli, and TBMM Speaker Numan Kurtulmuş.
"THE MOST CRITICAL THRESHOLD IS DISARMAMENT AND DISSOLUTION"
Drawing attention to Sections VI and VII of the report, Yüksel stated that the most critical stage of the process is "the terrorist organization's disarmament and complete dissolution." In this context, Yüksel expressed that the disarmament process must be "realized in a concrete, verifiable, and irreversible manner," and said that the verification mechanisms of relevant state institutions will be taken as a basis.
Yüksel also reported that the report includes proposals regarding strengthening social integration after the completion of the disarmament and dissolution process, determining the legal framework of the process, and establishing monitoring mechanisms.
Yüksel stated that, if necessary after this process, some legal regulations could be addressed separately by the will of the TBMM, and said, "The process will proceed primarily on a ground where the complete disarmament is confirmed by the relevant institutions, and afterwards, if necessary, the required regulations will be submitted to the discretion of our Parliament."
"THERE IS NO TURNING BACK IN THIS PROCESS"
Referring to President Erdoğan's emphasis on "strengthening the inner fortress" in his speech, Yüksel said that the "Terror-Free Turkey" process is a multidimensional vision concerning not only Turkey's internal security but also the region's future, social solidarity, and national unity consciousness.
Stating that Turkey has paid heavy costs in its nearly half-century-long fight against terrorism, Yüksel used the expressions, "Today's 'Terror-Free Turkey' will draws strength from the sacred memory of our martyrs, the sacrifices of our veterans, and the ideal of brotherhood rooted in the common conscience of our nation."
Emphasizing that the process continues with determination, Yüksel said, "There is no turning back in this process. The process continues with the same determination through the coordination of our state institutions, the determined struggle of our security forces, the contribution of our Parliament, and the support of our nation." At the end of his speech, Yüksel, considering the work carried out, the prepared report, and the ongoing process, stated that they do not support the motion for a general debate and greeted the General Assembly.
