A critical regulation that closely concerns investors will be on the agenda in Parliament in the new week. The bill regarding investment funds decided to be liquidated will be discussed at the General Assembly. The bill envisages interim payments of up to 1 million lira to fund investors.

The General Assembly of the Grand National Assembly of Türkiye (TBMM) will consider important legislative proposals in its weekly work starting on Tuesday, October 20. The General Assembly will continue deliberations on the Turkish Red Crescent Law Proposal, the first 3 articles of which have been accepted. In addition, regulations concerning investment funds decided to be liquidated will also be on Parliament's agenda.

THE RED CRESCENT WILL BE THE SOLE AUTHORIZED ORGANIZATION FOR ASSISTANCE

According to the Turkish Red Crescent Law Proposal, the Turkish Red Crescent will be the sole authorized organization for the receipt and use of in-kind and cash assistance coming to Türkiye from the International Federation of Red Cross and Red Crescent Societies, the International Committee of the Red Cross, and the national Red Crescent and Red Cross societies of countries in ordinary or extraordinary circumstances.

Under the regulation, cash compensation will be paid to personnel who are actually assigned in the activity area to carry out the activities of the Turkish Red Crescent Society during extraordinary periods, disasters, wars, and conflicts.

In provinces and districts where Red Crescent branches and representative offices are located, the heads of the Red Crescent provincial center branches and district branches will also serve as members of the Board of Trustees of the Social Assistance and Solidarity Foundation.

LIQUIDATED INVESTMENT FUNDS ON PARLIAMENT'S AGENDA

The General Assembly will also consider the Law Proposal on Certain Investment Funds Decided to Be Liquidated.

According to the proposal, the liquidation of the funds will be carried out by liquidation-assigned institutions under the supervision and audit of the Capital Markets Board (SPK).

For funds determined by the SPK, interim payments may be made to investors from the liquidation assets of the relevant fund. For investors whose net investment amount is below 1 million lira, an interim payment of up to that amount may be made, while for investors with 1 million lira or more, an interim payment of at most 1 million lira may be made.

NO PAYMENTS TO THOSE INVOLVED IN MARKET FRAUD

Within the scope of the proposal, no payments will be made to persons determined to have committed market-disruptive actions, misuse of information, or market fraud in connection with funds decided to be liquidated by the SPK's decisions dated September 17, 2026.

If these acts are committed by the funds in question, in coordination with the funds, or through the participation of the funds, persons determined by the SPK to have committed the acts or acted in coordination will not be able to benefit from the liquidation and recovery account of the funds.

In investigations conducted due to acts connected with the funds within the scope of the regulation, seizure decisions may be issued in accordance with the relevant provisions of the Code of Criminal Procedure (CMK).

LOSS AND DAMAGE AMOUNTS WILL BE DETERMINED

In cases not covered by the provision concerning seized and confiscated asset values and the recovery account, the SPK will take into account the liquidation transactions and the results of audits and investigations.

The Board will determine the amount of loss or damage for each fund, the natural and legal persons responsible for such loss or damage, and the amounts for which they are responsible, and report them to the Savings Deposit Insurance Fund (TMSF).

After mandatory expenses are deducted, the amounts accumulated in the recovery account will be transferred by the TMSF to the institution responsible for liquidation. If the liquidation has been completed, the amounts in question will be sent to the Investor Compensation Center (YTM) to be paid to the fund shareholders reported by the SPK.

The YTM will make payments in proportion to the ownership of participation shares. According to the regulation, the portfolio management company that is the founder and/or manager of the fund will be held primarily responsible for the loss or damage.

2027 BUDGET MARATHON BEGINS

Budget discussions will also begin in Parliament this week. Vice President Cevdet Yılmaz will make a presentation on Wednesday, October 21, at the TBMM Plan and Budget Committee regarding the 2027 Central Government Budget Law Proposal and the 2025 Central Government Final Accounts Law Proposal.

PARLIAMENTARY COMMITTEES WILL MEET

The Public Economic Enterprises (KİT) Committee will conduct audits of certain public economic enterprises. The Security and Intelligence Committee will also meet to consider the items on its agenda.

ERDOĞAN WILL SPEAK AT HIS PARTY'S GROUP MEETING

Group meetings of political parties with groups in Parliament will be held on Tuesday and Wednesday. President and AK Party Chairman Recep Tayyip Erdoğan will also address lawmakers at his party's TBMM Group Meeting.
