The budget marathon, which began with the presentation of Vice President Cevdet Yılmaz at the Planning and Budget Commission on October 22 in the Grand National Assembly of Turkey (TBMM), concluded with the acceptance of the 2025 Central Government Budget Law Proposal and the 2023 Central Government Final Account Law Proposal in the TBMM General Assembly.

During the 39 days of budget discussions in the Planning and Budget Commission, members of parliament worked for a total of 235 hours and 42 minutes. In the discussions, a total of 1,330 requests for the floor were met from 267 members of parliament, including commission members, thus approximately 45% of the parliamentarians contributed directly to these negotiations. In the commission, the members of parliament spent the most time, 13 hours and 59 minutes, on the budget of the Ministry of Environment, Urbanization, and Climate Change.

The institution that had its 2025 budget accepted in the shortest time in the Planning and Budget Commission was the TBMM. The TBMM's 2025 budget was accepted in 6 hours and 37 minutes in the commission. Minister of Environment, Urbanization, and Climate Change Murat Kurum participated in the budget discussions of his ministry by bringing a bottle of dirty seawater from the İzmir Bay. A discussion took place in the commission regarding the İzmir Bay and the dirty water.

180 HOURS OF WORK

Before the budget discussion of the Ministry of Interior, a scuffle occurred in the commission when CHP members of parliament tried to prevent Interior Minister Ali Yerlikaya and Commission Chairman Mehmet Muş from entering the commission meeting room. In the General Assembly of TBMM, 180 hours of work were carried out during the discussions of the 2025 budget. In the General Assembly, 1,239 requests for the floor were met from 452 members of parliament. The longest working time during the budget discussions in the General Assembly was 16 hours and 26 minutes on December 18, while discussing the articles of the 2025 Central Government Budget Law Proposal. The shortest budget working time in the General Assembly occurred on December 9, when the budget discussions began, lasting 12 hours and 2 minutes.

CHP Adana Member of Parliament Müzeyyen Şevkin, while speaking on the budget of the Ministry of Energy and Natural Resources, put "coal dust" on her face to draw attention to the workers who lost their lives in mining accidents. Hasan Bitmez, a Saadet Party member of parliament from Kocaeli, who suffered a heart attack during the budget discussions on December 12, 2023, and passed away in the hospital on December 14, was remembered during the discussions held between December 12-14. Group Vice Presidents and members of parliament expressed their sadness over Bitmez's death by taking the floor.

During the discussions of the 2025 budgets of the Ministries of Environment, Urbanization, and Climate Change and Industry and Technology, a debate occurred in the General Assembly when CHP Tekirdağ Member of Parliament İlhami Özcan Aygun left pieces of trees cut down in Kazdağları, along with water samples he brought from the Sea of Marmara and the Ergene River, in front of Minister Murat Kurum. Some opposition members of parliament objected when Kurum showed a photo created by artificial intelligence with the words "2034 İzmir Bay" while presenting his ministry's budget at the parliamentary podium.

TBMM VICE PRESIDENT ÖNDER GREETED IN KHMER LANGUAGE

TBMM President Numan Kurtulmuş visited the General Assembly during the discussions of the 2025 budgets of the Ministries of Environment, Urbanization, and Climate Change and Industry and Technology, along with Cambodian Senate President Hun Sen, who visited the parliament on December 12. TBMM Vice President Sırrı Süreyya Önder, who announced Hun Sen, who followed the General Assembly from the Diplomatic Box for a while, greeted the guest Senate President in Khmer. MHP Kocaeli Member of Parliament Saffet Sancaklı, who spoke on the 2025 budget of the Ministry of Youth and Sports, drew attention with his statement, "400 of our 600 members of parliament are obese and overweight. There are two reasons for this. One is nutrition, the other is a sedentary lifestyle, meaning the lack of a sports culture."

During the discussions on the articles of the 2023 Central Government Final Account Law Proposal, CHP Balıkesir Member of Parliament Serkan Sarı caused a debate by stating that no planes had landed at Balıkesir Airport for 6 years and flying the paper plane he brought with him towards the members of parliament from the podium. AK Party Konya Member of Parliament Mehmet Baykan KAAN stated that he saw a paper plane being flown in the General Assembly for the first time in a Turkey where it was produced. On the last day of the 2025 budget discussions, MHP Chairman Devlet Bahçeli, who was following the budget discussions in the TBMM General Assembly, drew attention with his ring and badge that read "Republic of Turkey, New Century New Turkey, 2023-2123."
