The Competition Authority decided to impose an administrative fine of 2.6 billion lira on Google as a result of the advertising investigation conducted against the company.
In a statement on the website of the Competition Authority, it was noted that the investigation into the economic integrity consisting of Google Advertising and Marketing Ltd. Co., Google International LLC, Google LLC, Google Ireland Limited, and Alphabet Inc. has been concluded.
The statement reminded that the investigation was related to the allegation that the company violated the Law on the Protection of Competition in online display advertising and advertising technology services.
"COMMITMENTS ACCEPTED, INVESTIGATION CONCLUDED"
In the statement providing information about the examinations conducted within the scope of the investigation, the following was recorded:
"Initially, it was examined whether Google imposed restrictions on the purchase of its online video sharing platform YouTube inventory solely through its own demand-side platforms (DSPs) and prevented the verification and measurement of YouTube ads through independent service providers. In this regard, commitments were accepted to guarantee access for third-party DSPs defined as qualified YouTube DSPs to YouTube inventory, and the investigation was concluded."
"EFFECTS ON COMPETITION WERE EXAMINED"
The statement indicated that the company favored its own products in the online advertising technology services where it operates in a vertically integrated structure, stating, "In this context, it was also examined whether Google directed the demand for inventory purchases from its own DSPs to its own supply-side platforms (SSPs) and favored its own SSP service (AdX) through the publisher ad server. In this regard, the effects of Google's activities in the DSP and publisher ad server markets on competition in the SSP services market were addressed."
THE COMPANY IS IN A DOMINANT POSITION IN THE PUBLISHER AD SERVER SERVICES MARKET
The statement indicated that it was determined that the company is in a dominant position in the DSP services market, and it was reported that no violation was found regarding the allegation that Google directed inventory purchase requests from its own DSPs to the SSP service in this market.
The statement noted that Google is in a dominant position in the publisher ad server services market, and the following was recorded:
"It was decided that Google provided an unfair advantage to its own SSP service, that this self-favoring action was detrimental to the activities of competitors, and therefore, an administrative fine of 2 billion 607 million 563 thousand 963 lira was imposed on Google. To terminate the violation and ensure effective competition in the market, it was decided that Google must provide conditions to third-party SSPs that are no less favorable than those applied to its own service within 6 months from the notification of the reasoned decision."
