The transition to the National Vehicle Identification System (UTTS), established by the Revenue Administration to effectively combat the informal economy and prevent tax losses resulting from improper invoicing practices, is ongoing at a rapid pace. The deadline has been announced as December 31, 2024, and citizens are required to install the National Vehicle Identification System by paying 2,172 TL by this date.

On October 5, 2023, a requirement was imposed for taxpayers covered by the UTTS Application General Communiqué to install a Vehicle Identification Unit (TTB) on their vehicles. In this context, there is an obligation for 8 million vehicles belonging to these taxpayers to have TTB installed by December 31, 2024.

According to the information received, the number of TTB orders placed by taxpayers and Authorized Vehicle Installation Services under UTTS has exceeded 1 million. Furthermore, it has been learned that more than 4,000 of the existing 12,667 stations have completed the necessary procedures to be included in UTTS, over 400 technical services are continuing their field operations, and more than 1,400 TTB installation points are providing mobile and on-site services.

Due to the short time remaining until the deadline for installing TTB, there has been a significant increase in TTB orders for vehicles belonging to corporate businesses such as fleet rental and transportation companies, holdings, financial institutions, retail companies, and service companies. It was also stated that the applications of taxpayers who do not want to be affected by the price increase to be implemented in 2025 play an important role in this intensity.

Regardless of whether fuel expenses are reported as expenses, vehicles belonging to taxpayers under UTTS are required to have TTB installed by December 31, 2024, at the latest. As of January 1, 2025, fuel purchases for these vehicles will not be able to use receipts not issued under UTTS in expense declarations, and they will not be able to benefit from tax deductions. Additionally, various penalties will be imposed on fuel stations that do not timely install Vehicle Identification Readers (TTO).

MILLIONS OF LIRA IN TAX LOSS WILL BE PREVENTED

To place a TTB order by registering for UTTS, it is necessary to log in to the official website of UTTS, "www.utts.gov.tr", enter the required information into the system, and make the payment. After these processes, the TTB installation code is sent to the vehicle owner via text message. Vehicle owners complete the transition process to UTTS by going to authorized Authorized Vehicle Installation Services across Turkey and having the TTB installed on their vehicles with the installation code.

With the implementation of UTTS, the vehicle plate information registered in TTB will be automatically transferred to the payment recording device during fuel sales, preventing the manual entry of plate information. Thus, the issuance of improper receipts using the plate of a vehicle that is refueling with the plate of another vehicle will be prevented, thereby avoiding billions of lira in tax loss.
