Turkey is working on a new regulation aimed at increasing construction safety. Construction contractors and site managers will no longer be able to assign workers who do not have a certification in construction and installation work.

After the earthquakes experienced in Kahramanmaraş, analyses revealed that some innovations need to be made in construction processes. In this context, a draft regulation titled "Regulation on Master Builders" was prepared and sent to relevant institutions, organizations, and professional associations to gather their opinions.



NEW REGULATION FOR BUILDING SAFETY IN TURKEY



If the regulation comes into effect, contractors and site managers will not be able to work with masters who do not have a certification. Masters who will be involved in construction work will be required to register in the "Site-M System" through the e-Government Gateway and renew their registration every 5 years. The regulation is expected to enhance building safety.



"BUILDING SAFETY DEPENDS ON MASTER SAFETY"



The President of the Confederation of Construction Contractors (İMKON), Tahir Tellioğlu, emphasized that the certification of masters working in heavy labor sectors, especially those forming load-bearing systems, is an important development for building integrity. Stating that Turkey is an earthquake-prone country and that building safety is a critical issue, Tellioğlu said, "It is not enough to place the responsibility solely on the contractor, builder, and architect. There are stakeholders in a construction process. The engineer who designs the project, the architect, the municipality that issues the permit, the contractor who carries out the work, the master who works, the concrete supplier, the rebar supplier, all are part of this process. Therefore, it is of great importance that everyone has the necessary qualifications regarding the issue." Tellioğlu noted that unqualified masters negatively affect building quality, stating, "A rebar worker can sell scrap-heavy rebar as compliant rebar. A concrete supplier may use low dosage concrete. A master may not tie the rebar properly while laying it, may not consider the cover, or may not act according to the project. All of these jeopardize building safety."



PREVENTION OF ACCIDENTS AND BUILDING QUALITY



Tellioğlu stated that it is necessary to make the certification of masters working in the construction sector, especially in load-bearing systems, mandatory and to reinstate the incentives that were previously removed. He added, "The requirement for a master certificate is of great importance for both occupational health and safety and the prevention of accidents. Additionally, the current certification process needs to be reviewed. The existing master certification system is more of an exam that confirms whether a person is a master rather than training and educating the individual. However, if there is no significant improvement in the performance of masters after certification, it is crucial to revisit this process and support it with training."
