DECISION OF NO PROSECUTION WAS MADEThe investigation conducted by the Silivri Chief Public Prosecutor's Office, which involved the opening of Cem Garipoğlu's grave, was completed, and a decision of no prosecution was made. The decision reminded that Cem Garipoğlu was serving his prison sentence at the Marmara No. 5 Type L Closed Penitentiary Institution as a convict due to the conviction in the file of Bakırköy 4th Heavy Penal Court for killing the complainant Süreyya Karabulut's daughter, Münevver Karabulut, on March 3, 2009. A LETTER OF INSTRUCTION WAS SENT TO THE PROSECUTOR'S OFFICEThe decision noted that the suspect Garipoğlu committed suicide in prison on October 10, 2014, and recorded that the complainant's lawyer submitted a complaint petition on August 17, 2023. The decision recalled that the petition included statements regarding the uncertainty of whether the suspect was dead or had escaped, the existence of doubts that the suspect was alive and had been abducted by his family, and that there had been rumors in the public for years in this regard, and requested that an investigation be initiated. Following this, it was stated in the decision that on September 26, it was decided to carry out the exhumation process within the scope of the ongoing investigation, and a letter of instruction was sent to the Anadolu Chief Public Prosecutor's Office, which is authorized regarding the location of the grave, and it was ensured that the findings obtained from the grave were sent to the Istanbul Forensic Medicine Institution. The decision stated that current blood and oral swab samples were taken from Cem Garipoğlu's mother Tülay and father Mehmet Nida Garipoğlu, and that the findings obtained from the grave were compared with the family's samples by the Forensic Medicine Institution's Biology Specialization Department. The decision included the report prepared as a result of the process, stating that the bone and dental samples indicated that the person could be the "joint child" of Tülay and Mehmet Nida Garipoğlu. The decision emphasized that it was confirmed by the report of the Forensic Medicine Institution's Biology Specialization Department that the person buried in the grave was Cem Garipoğlu, and it was reported that there was no basis for prosecution. FIRST COMMENT FROM MÜNEVVER KARABULUT'S FATHEROn the other hand, the first comment on the decision of non-prosecution came from Münevver Karabulut's father, Süreyya Karabulut. Speaking to a television channel, Karabulut said, "Well, I trust divine justice, that is my belief. We are convinced, at least for now, we are convinced, there is nothing we can do, we did what we could. My heart has been relieved. I do not think of appealing... I mean, I have not made a decision right now, I am not thinking about it."
