The full text of the ceasefire agreement between Lebanon and Israel has been revealed. The agreement consists of 13 articles. The ceasefire agreement, which ends Israel's aggression against Lebanon, stipulates that Lebanon will prevent Hezbollah or any other armed groups located in Lebanese territory from conducting any operations against Israel, and in return, Israel commits not to carry out any military attacks against civilian or military targets in Lebanon by land, sea, or air. The full text of the ceasefire agreement is as follows:1- Israel and Lebanon will implement the ceasefire agreement according to the commitments detailed below as of November 27 at 04:00. 2- The Lebanese government will prevent Hezbollah or any other armed groups located in Lebanese territory from conducting any operations against Israel, and Israel will not carry out any military attacks against civilian, military, or state-owned targets in Lebanon by land, sea, or air. 3- Both Israel and Lebanon acknowledge the importance of the United Nations Security Council (UNSC) Resolution 1701 for sustainable peace and security and commit to taking steps for its full implementation. 4- These commitments do not mean that Israel and Lebanon waive their natural right to legitimate self-defense in accordance with international law. 5- Subject to the responsibilities of the UN Interim Force in Lebanon (UNIFIL) and the commitments in UNSC Resolution 1701 and previous resolutions, Lebanon's official military and security forces, infrastructure, and weapons will be deployed in the South Litani region. 6- In accordance with UNSC Resolution 1701 and previous resolutions, to prevent the re-establishment and rearmament of non-state armed groups in Lebanon, any sale or supply of weapons and related materials to Lebanon will be regulated and controlled by the Lebanese government. Additionally, all production of weapons and related materials in Lebanon will be regulated and controlled by the Lebanese government. 7- Upon the implementation of UNSC Resolution 1701 and the commencement of the ceasefire as per the first paragraph, the Lebanese government will provide all necessary authorities, including freedom of movement, to the official military and security forces of Lebanon and will instruct them as follows in accordance with UNSC Resolution 1701 and previous resolutions: - a) To monitor and impose sanctions against the unauthorized entry of weapons and related materials into Lebanon, including all border crossings, and to monitor and prevent unauthorized production of weapons and materials within Lebanon.
- b) To dismantle all existing unauthorized facilities for the production of weapons and related materials starting from the South Litani Region and to prevent the establishment of such facilities in the future.
- c) To dismantle all infrastructure and military positions starting from the South Litani Region and to confiscate all unauthorized weapons that violate these commitments.
8- The United States and France will work to deploy 10,000 troops from the Lebanese military forces to southern Lebanon within the Military Technical Committee as soon as possible. The United States and France will also work with the international community to provide the necessary support to the Lebanese military forces for increasing deployment levels and enhancing capabilities. 9- Following the commencement of the ceasefire as per the first paragraph and without violating the authority and responsibilities of UNIFIL and UNSC Resolution 1701 and previous resolutions, Israel and Lebanon will reformulate and develop a tripartite mechanism in coordination with UNIFIL. The mechanism, led by the United States and including France, will be reformulated and developed within UNIFIL to assist in monitoring, verifying, and ensuring the implementation of these commitments. - a) Israel and Lebanon will facilitate the work of the mechanism, cooperate, and ensure their security.
- b) The mechanism will work with the Military Technical Committee to strengthen the capacity and training of the Lebanese Armed Forces to monitor and dismantle unauthorized facilities and infrastructures, confiscate unauthorized weapons, and prevent the presence of unauthorized armed groups.
- c) In addition to the work of the mechanism, UNIFIL will continue its operations under its mandate, and efforts supported by UNIFIL through its regulatory role to enhance the effectiveness of the mechanism will also be included.
10- Israel and Lebanon will report alleged violations to the mechanism and UNIFIL, while retaining their right to communicate directly with the UNSC. The mechanism will develop appropriate procedures for consultation, review, information gathering, and assistance to ensure the implementation of these commitments. 11- Following the commencement of the ceasefire as per the first paragraph, Lebanon will deploy its official military and security forces to all borders and all regulated and unregulated land, air, and sea border crossings. Additionally, the Lebanese Armed Forces will deploy forces along all roads and bridges along the line bordering the South Litani Region, establishing roadblocks and checkpoints. ```html
12- According to the first paragraph, following the start of the ceasefire, Israel will gradually withdraw its forces south of the Blue Line, and in parallel, the Lebanese Armed Forces will deploy to positions in the South Litani Region and will begin to fulfill their obligations under the commitments, including the dismantling of unauthorized areas and infrastructure and the confiscation of unauthorized weapons and related materials. The mechanism will coordinate the implementation of a specific and detailed plan for the phased withdrawal and deployment in these areas within 60 days by the Israel Defense Forces and the Lebanese Armed Forces. 13- Israel and Lebanon are requesting the United States to mediate indirect negotiations between Israel and Lebanon to resolve the remaining points of contention along the Blue Line, in accordance with UN Resolution 1701, in partnership with the UN. The text states that these commitments aim to ensure the safe return of civilians to their lands and homes on both sides of the Blue Line, while expressing that the United States and France will seek to lead international efforts to support economic development throughout Lebanon to promote stability and prosperity in the region. .
