The Confederation of Turkish Trade Unions (TÜRK-İŞ) announced today that it will reveal its demands for the minimum wage that will be valid in 2025. The Minimum Wage Determination Commission met for the third time today to determine the minimum wage that will be valid in 2025. No figures were discussed at the meeting hosted by the Ministry of Labor and Social Security.
The fact that Türk-İş, representing the workers' side, did not request any figures caused a backlash, while the union made a written statement indicating that the figure requested by the workers' side would be shared with the public today at 16:00.

The public has been asking for 20 days why Türk-İş is not making a statement. However, the government and employers are not disclosing any figures. By law, the union with the most members represents the workers. We met with the presidents of Hak-İş and Disk. We would gather this commission and announce a figure, but there would be no agenda or anything else afterward. During this 20-day period, it became a topic of discussion why Türk-İş is not making a statement.
"OUR DEMAND IS 29,583 TL"
"There is an undemocratic minimum wage structure. It is a structure that has remained since September 12. So far, three meetings have been held, and we were expecting a figure. We are at a point where 2024 has been a difficult year for all of us. Public workers are receiving wages at the minimum wage level. The minimum wage was a determining wage five years ago; now it has become a living wage. In a survey conducted in Ankara with the participation of 150,000 people, we listened to their problems. We promised them, and they explained how they could not make ends meet to the government and employer representatives firsthand in three meetings. The increase in rent, natural gas, and prices in the market, as well as the increase in education, is evident. Currently, the minimum wage has dropped to 11,000 lira. The minimum wage has become a living wage. I see figures like 50,000 lira, 30,000 lira, and 28,000 lira in front of us. We know the situation of the public. Our demand is 29,583 TL.
MINISTER IŞIKHAN: WE ARE NOW EXPECTING A PROPOSAL FROM WORKERS AND EMPLOYERS
The Minister of Labor and Social Security, Vedat Işıkhan, who chaired the third meeting of the commission, said, "We are now expecting a proposal from our workers and employers."
Işıkhan stated, "Hopefully, after receiving this proposal, we will meet with our presidents again and aim to conclude it within the next week."
In response to a question about whether there would be a fourth meeting, Işıkhan replied, "Let's hold our third meeting first. We will look at the situation afterward. But we are now waiting for wage proposals to come to our commission."
WHEN WILL THE MINIMUM WAGE BE ANNOUNCED?
Accordingly, it is expected that the new minimum wage will be determined and shared with the public between December 23-27. According to the law, the Minimum Wage Determination Commission is required to determine and announce the increase rate by the end of December.
EMPLOYERS' EXPECTATION IS "SUSTAINABILITY"
TİSK Secretary General Akansel Koç stated, "We will manage the process with a perspective that not only protects employers but also takes into account the purchasing power of our colleagues."
He also expressed the demand for employer support for the minimum wage to continue in 2025.
HOW MUCH WILL THE MINIMUM WAGE BE IN 2025?
There has been ongoing debate about whether the minimum wage increase will be based on year-end inflation or target inflation. Different scenarios regarding the increase estimates are being discussed.
In the markets, there is a strong expectation of a 30-40% increase in the minimum wage. The prevailing opinion in the business world is that the minimum wage should be raised to the level of 22,000-23,000 lira. Expectations in reports from foreign institutions have also shaped in the range of 25-30%.
HOW IS THE MINIMUM WAGE DETERMINED?
By law, the minimum wage is determined by the Minimum Wage Determination Commission, which consists of 15 members, with five representatives each from workers, employers, and the government.
The commission meets on the dates determined in December as part of its work to determine the new minimum wage.
The commission, chaired by one of the members designated by the ministry, makes decisions with the participation of at least 10 members and by majority vote.
In the event of a tie, the majority of the side represented by the chair is accepted.
CURRENT MINIMUM WAGE NET 17,002 LIRA
The minimum wage is currently applied as a gross monthly wage of 20,002 lira and 50 kuruş for a worker, and net 17,002 lira and 12 kuruş after deductions.
The total cost of the minimum wage to the employer is 23,502 lira and 94 kuruş for one worker. Of this, 20,002 lira and 50 kuruş is the gross minimum wage, 3,100 lira and 39 kuruş is the social security premium, and 400 lira and 5 kuruş is the employer's unemployment insurance fund.
POSSIBLE INCREASE RATES FOR THE MINIMUM WAGE
The net and gross figures that will result from the increase rates for the minimum wage are as follows:
With a 20% increase: 20,402 lira
With a 25% increase: 21,252 lira
With a 30% increase: 22,102 lira
With a 35% increase: 22,952 lira
With a 40% increase: 23,802 lira
