In the circular, it was reminded that it was decided to continue the existing daylight saving time application implemented throughout the country in order to benefit more from daylight, and it was stated that it is fundamentally determined in the Regulation on Secondary Education Institutions that the school year should not be less than 180 working days. AUTHORITY TO DETERMINE DAILY WORKING HOURS LIES WITH THE GOVERNORATESRegarding the start and end times of classes in primary and secondary schools, the circular included relevant provisions in the Regulation on Secondary Education Institutions and the Regulation on Pre-School Education and Primary Education Institutions, and it was also explained that according to the Law No. 657 on Civil Servants, the authority to determine daily working hours according to the characteristics of the regions and services is granted to the governorates. SUMMER TIME AND WINTER TIME MESSAGEIn the circular, it was reminded that the governorates are authorized to determine the start times of working hours and class hours on a provincial basis due to the continuation of the summer time application in accordance with the provisions of the legislation regarding the request for regulation in the form of 'winter time'. Furthermore, in the circular, it was requested that the planning of class hours in schools, taking into account sunrise and sunset as well as social conditions, be arranged in a way that does not disrupt education and training, and that all necessary measures be taken to ensure that students do not encounter any negative situations.
