With the announcement published by the Ministry of Environment, Urbanization, and Climate Change, the monthly rental prices for public housing for the year 2025 have been determined. The rent for adobe and similar housing will be 8.15 lira per square meter, 12.74 lira for houses without central heating, and 16.71 lira for houses with central heating. Rental prices will be calculated including additional expenses.

NATIONAL REAL ESTATE GENERAL CIRCULAR



The National Real Estate General Circular prepared by the Ministry of Environment, Urbanization and Climate Change was published in today's Official Gazette. With this circular, the procedures and principles regarding the determination of monthly rental prices for public housing within the scope of the Public Housing Law and the Public Housing Regulation for the year 2025 have been established.



RENTALS AND ADDITIONAL FEES



For public housing located within the country, a rental fee of 8.15 lira per square meter will be charged for adobe, wooden, half-timbered, and similar houses; 12.74 lira per square meter for houses without heating; and 16.71 lira per square meter for houses with heating. In addition to these rental prices, an additional rental fee of 1.96 lira per square meter will be charged for houses where the heating technician, janitor, or both are covered by institutions and organizations.



ELECTRICITY AND WATER FEES



The collection of electricity and water fees from users will be based on the actual expenses incurred by institutions and organizations. However, since it is not possible to separate the meters, for houses where electricity, water, or both are provided from service buildings or factory facilities, in addition to the rental prices in this circular, if it is not possible to separate the electricity meter, a fee of 3.71 lira per square meter will be charged; if it is not possible to separate the water meter, a fee of 3.22 lira per square meter will be charged; if it is not possible to separate both the electricity and water meters, a fee of 6.92 lira per square meter will be charged. If the water used in the houses is supplied from sources such as wells, artesian wells, spring water, and similar sources outside the city network, an additional rental fee of 1.73 lira per square meter will be charged.



HOUSES SUPPLIED WITH FUEL BY INSTITUTIONS AND ORGANIZATIONS



For houses with heating provided by institutions and organizations within the scope of the Public Housing Law and the Public Housing Regulation, a fuel fee of 6.68 lira per square meter will be charged for those living in houses where heat cost allocators or calorimeter devices have not been installed. In houses where heat cost allocators or calorimeter devices have been installed, the fuel fee calculated based on the consumption of the independent unit will be collected from the residents, provided that it does not exceed three times the fuel fee. However, institutions and organizations may charge a fuel fee above this amount if deemed necessary, taking into account fuel costs.



EFFECTIVE DATE



In houses where fuel is supplied by institutions and organizations, if the lighting, electricity, water, gas, vending machine, and similar expenses in common areas are covered by institutions and organizations for mandatory reasons, an additional fee of 78 kuruş per square meter will be charged in addition to the rent and fuel fees. The circular will come into effect on January 15, 2025.
