The Ministry of Trade has implemented new regulations that allow consumers to utilize housing loans electronically without having to visit a branch or provide a wet signature. These changes will facilitate access to financial services for consumers and accelerate digital transformation.

Housing loans can be used electronically through remote communication tools without the need to go to the branch and provide a wet signature. The regulations related to the subject prepared by the Ministry of Commerce have been published in the Official Gazette and have come into effect.
With the regulations, changes have been made to distance contracts related to financial services, housing finance contracts, and consumer credit contracts. STEPS TAKEN TO ACCELERATE DIGITAL TRANSFORMATIONAccording to information obtained from the Ministry, the changes aim to comply with the regulations that came into effect in October regarding the Law on the Protection of Consumers. Steps have been taken to accelerate digital transformation in the provision of financial services to consumers. With the regulations, it has become possible to use housing loans electronically through remote communication tools without the need to go to the branch and provide a wet signature. In this context, it is aimed to facilitate the stages of accessing credit, to save on the documentation used in connection with the conclusion of contracts, and to promote the implementation of distance financial service provision.
With the changes that have come into effect, it has been ensured that some processes related to credit, which previously required written applications for both individual needs and housing loans, can be carried out through remote communication tools.
CONSUMERS HAVE BEEN BETTER INFORMED ABOUT THEIR RIGHTS TO SEEK REMEDIESConsidering that applying to a mediator before filing a lawsuit has become a prerequisite for disputes seen in consumer courts, it has been made mandatory to include information in the content of contracts regarding the ability of consumers to submit their applications to the consumer arbitration board or to the consumer court with the condition of applying to a mediator before filing a lawsuit, for contracts related to both individual needs and housing loans, as well as for insurance, individual retirement, payment, and other banking services purchased by consumers electronically. Thus, it is aimed to provide consumers with more accurate information and to prevent loss of rights.
