The Ministry of Labor and Social Security announced that the state of force majeure, declared in the provinces of Adıyaman, Hatay, Kahramanmaraş, and Malatya, as well as in the districts of İslahiye and Nurdağı in Gaziantep, following the earthquakes on February 6, has been extended until May 31, 2025. Minister of Labor and Social Security Vedat Işıkhan stated on his social media account that the state of force majeure, which was set to end on November 30, 2024, in the affected provinces and districts, has been extended until May 31, 2025, to support citizens affected by the February 6 earthquakes.
STATE OF FORCE MAJEURE EXTENDED UNTIL MAY 31
Işıkhan's post titled "As the Ministry of Labor and Social Security, we continue to stand by our citizens affected by the February 6 earthquakes" stated: "All necessary arrangements are being swiftly implemented by our ministry and relevant institutions for our insured individuals and employers in the earthquake-affected region. In this context, the state of force majeure, which was set to end on November 30, 2024, in the provinces of Adıyaman, Hatay, Kahramanmaraş, and Malatya, as well as in the districts of İslahiye and Nurdağı in Gaziantep, has been extended until May 31, 2025, as of the date of the earthquake disaster;
For the taxpayers operating in the mentioned provinces and districts, who meet the criteria determined by the Ministry of Treasury and Finance, workplaces employing insured individuals under the first paragraph (a) and (c) of Article 4 of Law No. 5510,
It has been ensured that all information, documents, and declarations that insured individuals under the first paragraph (b) of Article 4 of Law No. 5510, as well as other insured individuals and general health insurance holders, are obliged to submit until the end date of the force majeure, will be considered submitted within the legal period if submitted to the Social Security Institution by June 16, 2025.
PRIME SERVICES HAVE ALSO BEEN POSTPONED
If the declarations/Monthly Premium and Service Documents are submitted to the Institution by July 31, 2025, these declarations/documents will be considered submitted within the legal period. Existing premium debts that were due before February 6, 2023, have been postponed until June 30, 2025, and premium debts for the months of January to December 2023 and 2024, as well as January to April 2025, have been postponed until December 31, 2025 (inclusive) without late fees or penalties.
NEW DEADLINE FOR OVERDUE DEBTS IS JUNE 30, 2025
Employers, insured individuals, and beneficiaries whose overdue debts have been restructured or installment plans have been established under various laws can pay their installments that expire between February 6, 2023, and May 31, 2025, until June 30, 2025.
For employer debts, applications can be made for debts that were due before February 6, 2023, until June 30, 2025 (inclusive), and for debts that were included in the postponement scope after February 6, 2023, until December 31, 2025 (inclusive), provided that the other conditions specified in the relevant legislation are met, allowing for payment in installments of up to 24 months without interest.
In addition to these, the periods have been updated according to the new force majeure date determined for our insured individuals in Adıyaman, Hatay, Kahramanmaraş, and Malatya, as well as in the districts of İslahiye and Nurdağı in Gaziantep, to ensure they can benefit from applications such as debt restructuring and control examination dates without any issues. As a state, we are always by the side of our citizens in the earthquake-affected region and will continue to be.
