The teacher, police officer, doctor, preacher! Two salary increase scenarios have emerged for civil servants.

Two different inflation scenarios are emerging for the January 2026 raise for civil servants and retired civil servants. If the year-end inflation is 31%, the total raise will be 18.7%. If the Central Bank's expectation of 31.25% materializes, the raise rate will be 18.92%. According to these two scenarios, the lowest pension for retired civil servants will range between 26,911 TL and 26,961 TL, while with a flat increase of 1,000 TL, the figure will rise to between 27,911 TL and 28,111 TL.

The salary increase for civil servants and retired civil servants in 2026 has largely become clear with the announcement of the inflation data for November by TÜİK. The inflation rate for the first five months of the second half of the year was recorded at 11.21%, while the finalized increase rate for civil servants reached 17.55% with the collective bargaining difference. The only remaining data is the inflation rate for December. Once this rate is determined, the increase that millions of public employees and retirees will receive will be finalized.

TWO SCENARIOS EMERGE

According to the Central Bank's Market Participants Survey, the inflation forecast for December is recorded at 1.16%. If this forecast materializes:

• SSK and BAĞ-KUR retirees: 12.49% increase
• Civil servants and retired civil servants: 18.92% increase.

Minister of Treasury and Finance Mehmet Şimşek shared an inflation forecast of 31% for the end of the year. In this scenario:

• SSK and BAĞ-KUR retirees: 12.28%
• Civil servants and retired civil servants: 18.7% increase.

THE TREND OF ANNUAL INFLATION

According to TÜİK, the monthly inflation rates are as follows;

• July: 2.06%
• August: 2.04%
• September: 3.23%
• October: 2.55%
• November: 0.87%

With these data, the annual inflation rate is 31.07%, and the five-month inflation rate is 11.21%.

WHAT WILL BE THE LOWEST RETIREMENT SALARY?

Current: 16,881 TL

• 12.49% increase scenario: 18,989 TL
• 12.28% increase scenario: 18,953 TL

WHAT WILL BE THE CIVIL SERVANT SALARY?

The lowest civil servant retirement salary: 22,672 TL

• 18.7% increase: 26,911 TL (with a flat increase of +1,000 TL, 27,911 TL)
• 18.92% increase: 26,961 TL (with a flat increase of +1,000 TL, 28,111 TL)

The finalization of the civil servant increase will be possible at the beginning of January when the December inflation will be announced. Therefore, millions of employees and retirees are focused on the final data to be announced by TÜİK...
