The resolution demanded immediate access for civilians in the Gaza Strip to essential services and humanitarian aid, rejecting any efforts to starve the Palestinians, and called for the full, rapid, safe, and unhindered entry of humanitarian aid into the Gaza Strip, coordinated by the UN and on a large scale, to reach all needy Palestinian civilians, especially those in urgent need of humanitarian assistance in northern Gaza, which is under siege. CALL FOR 'UNCONDITIONAL WITHDRAWAL' FROM ISRAELThe resolution emphasized the need to protect civilians and called for the immediate provision of a permanent and comprehensive ceasefire in accordance with UN Security Council Resolution 2735, the unconditional release of prisoners, the exchange of Palestinian detainees, the return of the remains of deceased prisoners, the return of Palestinian civilians to their homes and neighborhoods throughout Gaza, including the north, and the "unconditional and immediate" withdrawal of Israeli forces from Gaza. The resolution highlighted that the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) is a cornerstone of humanitarian intervention in Gaza, rejecting actions aimed at undermining the Agency's mandate. The commitment to implement the independent review recommendations regarding the Secretary-General's and the Agency's adherence to the principle of neutrality was welcomed, and all parties were called to support UNRWA in fulfilling its mandate in all areas of activity as authorized by the General Assembly and to adhere to humanitarian principles and international humanitarian law. The resolution pointed out the importance of accountability, requesting the UN Secretary-General to submit written proposals regarding the implementation of accountability in cooperation with the High Commissioner for Human Rights. EMPHASIS ON TWO-STATE SOLUTIONThe resolution reiterated that the Gaza Strip is part of the State of Palestine and reaffirmed a firm commitment to the vision of a two-state solution, rejecting any attempts at demographic or territorial changes, particularly actions aimed at reducing the territory of the Gaza Strip. The resolution emphasized that the Gaza Strip should be unified with the West Bank under the Palestinian Authority, stating, "The Secretary-General is requested to submit a written assessment regarding the implementation of the resolution within three weeks from its adoption." Additionally, the resolution requested the Secretary-General to submit a comprehensive written report within 60 days of the adoption of the resolution, including an assessment of Gaza's short, medium, and long-term needs, details of the humanitarian, social, and economic consequences of the conflict on Gaza, and proposals to strengthen coordination among the UN system's efforts regarding Gaza.
