Following complaints about corruption at the Isparta Forest Management Directorate, inspectors assigned to the case uncovered that 2 million liras had been embezzled by officials through forgery of official documents. There has not yet been any statement regarding whether any sanctions have been imposed in relation to the matter.

Recently, another news about increasing corruption in Turkey has emerged. This time the address is Isparta Forest Management Directorate.



Those assigned with the preliminary examination and investigation duties in public institutions are called inspectors. The inspector investigation that revealed the corruption began with the examination of complaints against the head of the Isparta Forest Management Directorate, E.V., by inspector H.A., regarding receiving a share from the directorate's payments and committing forgery by overstating business expenses.



As a result of the statements taken from H.A., due to insufficient evidence, the Ministry of Agriculture and Forestry assigned inspectors to investigate the complaints in question.



1.7 MILLION IN IRREGULARITIES IN 8 MONTHS



The Disciplinary Report prepared by the ministry inspectors emerges as the first document of the corruption. According to the report, Head E.V. overstated the costs of various jobs on paper; the excess was embezzled in cash. For example, a job whose total cost was stated as 671 thousand lira had 235 thousand lira overstated, and this amount was reported to have been given to E.V. in cash. Additionally, it was revealed that outside of this amount, another 391 thousand lira was paid as 'excess payment' for the same job.



As a result of the mentioned irregularities, it is stated that the total public loss in 12 separate payments made between December 2022 and August 2023 in the Isparta Forest Management Directorate's Afforestation and Soil Conservation Department is 1 million 746 thousand 804 lira and 01 kuruş.



APPROXIMATELY 2 MILLION IN PUBLIC LOSS OVER 3 YEARS



However, the irregularities in the directorate are not limited to 8 months. For 15 payments made between May 2020 and August 2023, 1 million 967 thousand 962 lira and 82 kuruş of the 3 million 185 thousand 40 lira and 26 kuruş taken from the special budget were reported as excess and irregular payments.



DIRECTOR REQUESTED 46 THOUSAND LIRA



The inspector report also revealed that Isparta Forest Management Director Z.K. requested 46 thousand lira of the 265 thousand 962 lira and 49 kuruş paid to service provider M.Ç. (of which 62 thousand 811 lira was stated to be excessive) and that this amount was deposited into the bank account of cafeteria worker M.G.



IRREGULARITIES IN JOB ANNOUNCEMENTS



The irregularities in the mentioned directorate did not end with money. The inspector report stated that the jobs to be provided by the directorate were not announced in violation of regulations and that local villagers were not prioritized, with the jobs being announced to friends of E.Ö. and M.Ç.



RECOMMENDATION FOR REMOVAL OF THE DIRECTOR



As a result of their investigations, the inspectors recommended the removal of Isparta Forest Management Director Z.K. on the grounds that "the amounts in the Measurement Determination Report are not consistent with the actual situation in the field according to the Expert Reports, thus causing a total of 1 million 967 thousand 962 lira and 82 kuruş in excess and irregular payments, resulting in public loss."



LIST OF COMMITTED CRIMES



The report stated that as a result of the investigations, some officials and individuals committed abuse of office, forgery in official documents, and forgery in private documents.



NO OFFICIAL STATEMENT MADE



No statement has been made regarding whether any sanctions have been applied concerning the identified corruption and irregularities; it is also not yet known whether the matter will be taken to court.
