In the last ten years, the Iraqi people have been forced to live with terrible violence and chaos, and in recent months the violence has increased with the actions of groups affiliated with the Islamic State, U.N. Deputy High Commissioner for Human Rights Flavia Pansieri said at the opening of the session.



Pansieri said more than a million people have left their homes due to the ongoing terror in Iraq and thousands of people have died or have been injured.



Human rights officials serving in Iraq continue to gather substantial evidence showing groups affiliated with the Islamic State violated international human rights and humanitarian law, she said.



"Systematic and intentional attacks on civilians may constitute war crimes and crimes against humanity. Individuals, including commanders, are responsible for these acts," she said.



Children in Iraq have been the victims of the conflict directly and the conscious targeting of ethnic and religious groups by the Islamic State, Pansieri added.



She also voiced deep concern at the oppression of Christians, Ezidis, Shia, Turkmen and other ethnic groups by Islamic State forces.



Mehmet Ferden Carikci, the permanent representative of Turkey to the United Nations office at Geneva, said that "We are sure that the new government in Iraq will solve this conflict."
