The Ministry of Treasury and Finance is joining forces with the General Directorate of Risk Analysis and the Revenue Administration to further enhance its institutional capacity in the fight against unregistered economy. Speaking about the development, Minister of Treasury and Finance Mehmet Şimşek stated, "We will achieve the specialization we aim for in risk analysis and elevate our data processing capabilities to the highest level. Actions will be taken more quickly based on the findings from risk analysis."

With the Presidential Decree published in today's Official Gazette, changes have been made to the organizational structure of the Ministry. Accordingly, the General Directorate of Risk Analysis, which is affiliated with the Ministry, has been incorporated into the Revenue Administration (GİB). With the transfer of the duties carried out by the General Directorate to the Administration, a deputy president will also be exclusively assigned to this matter.

THE GENERAL DIRECTORATE WAS ESTABLISHED IN 2020

With the establishment of GİB in 2005, risk analysis activities began within the Administration, which were later transferred to the Tax Audit Board, and then re-added to the responsibilities of the Administration. The General Directorate of Risk Analysis was established in 2020 and took on the task of researching tax losses and evasion, as well as conducting risk analysis and assessment studies aimed at preventing these issues.

The General Directorate has worked to create an infrastructure supported by advanced technology analysis tools and artificial intelligence algorithms. Studies were conducted with the Risk Analysis Assessment and Research (RADAR) System, which offers analysis capabilities through a single system.

GİB also has significant capacity in the fight against the informal economy, with its organization spread across the country, strong IT infrastructure, and extensive database. The Administration has created a robust data warehouse by continuously and instantaneously receiving data related to tax transactions from declarations and notifications received from taxpayers, as well as from other parties such as land registries, notaries, registries, banks, e-commerce platforms, and advertisement sites.

Minister of Treasury and Finance Mehmet Şimşek stated that the regulation was made to strengthen the institutional capacity of the Ministry. Şimşek said, "We are combining the strengths of the General Directorate of Risk Analysis, which operates in the field of risk analysis, with our Revenue Administration. Thus, we will achieve the specialization we aim for in risk analysis and elevate our data processing capability to the highest level. With the new structure, an effective risk and compliance analysis system based on data mining, supported by big data and business intelligence applications, will be established."

Emphasizing that this regulation will provide savings in public resources by continuing operations in a single unit instead of two units responsible for the same issue, Şimşek noted that they are also working to ensure that investigations related to findings made through risk analysis are concluded within the Revenue Administration for quicker action.
